Role overview:

Transport for the North’s Transport Appraisal, Modelling and Economics (TAME) team is split into three closely related core activities of:

  • data analytics & modelling;
  • technical management and assurance; and
  • economic planning and analysis.

Whilst TAME officers can expect to be involved across all three activities role profiles are tailored primarily to one activity, with this role tailored towards technical management and assurance.  It is also expected to include greater involvement in managing the TAME team, providing closer support to TAME’s ‘heads of service’

As a Principal Officer of the TAME team you will be required to lead a team of internal colleagues or manage external contractors, delivering information, data, analysis, modelling and appraisal solutions, and technical management and assurance that aid others in the production of recommendations/outputs.

You will be expected to collaborate widely, internally and externally, and will ensure processes and policies are developed, managed and implemented effectively.

The TAME team works closely with our strategy and policy makers and managers to analyse and appraise the most appropriate interventions in our future investment portfolio. This includes developing and applying pan-northern data, modelling and appraisal practices to help understand the needs of the economy and transport system, and develop robust evidence.

Overall TAME activities are captured within the Analytical Framework, that promotes ‘One North’ for developing evidence.  Key to TAME’s activities is to the grow our capabilities within the Analytical Framework focused on supporting existing and emerging programmes. This requires a range of analytical techniques: from acquiring and storing spatially enabled data on contemporary data analytics platforms; to undertaking geo-spatial data analytics and statistical analysis; through to exploring problems, appraising options and providing objective advice.

Transport for the North became official on the 1st April 2018 and this appointment represents a unique opportunity to join an organisation in its early days and help shape its future.  Our current business plan (available via our website) has a number of high priority commitments to deliver over the next 2 years that have been identified as pivotal to northern transformation and require an expansion of our analytical capabilities.  As a new organisation we are also developing our longer-term five-year vision and plan, which will determine how we exploit our developing data analytics, modelling and appraisal services for the overall benefit of the North.  Once the long-term plan is defined we will have a clear direction for Transport for the North’s analytical needs and will be establishing a permanent team to take the organisation forwards.

What we’re looking for:

The successful candidate will have a strong track record developing and applying transport modelling and analytical approaches to transport intervention appraisal, proven experience of business case development for public policy interventions, particularly producing analysis to underpin strategic and economic cases.

As a leader you will be confident representing Transport for the North in public, professional and Stakeholder forums and will be able to demonstrate your effectiveness managing complex working relationships with external and internal stakeholders at a strategic level.

Candidates must be educated to degree level or equivalent in a relevant subject, with a professional qualification or equivalent experience.
