Thousands of people rely on us to provide transport every day including school children, users of our contracted bus services, plus hundreds of adults and SEND pupils going to schools and other community based services. We’ve created an Integrated Transport Unit (ITU) to deliver high quality and efficient services and need an outstanding leader to manage the unit and drive progress towards an innovative Total Transport solution for the council. The Integrated Transport Unit (ITU) is part of the Environment & Infrastructure Department. It will deliver transport services across three county council departments via direct provision and contracts. As well as procuring, delivering and managing both in-house and commissioned transport, the ITU manages the council’s public transport spending, which covers the Intalink Enhanced Bus Quality Partnership.

As Head of Integrated Transport, you’ll run the unit day to day, managing operational needs. It means fulfilling statutory responsibilities and delivering safe, reliable services. You will be working closely with the 40 plus bus operators in Hertfordshire to deliver a reliable passenger transport network. You’ll also monitor monthly budgets, ensure compliance with legislation and report to clients, Members and senior managers. Expect to make all kinds of key decisions and manage a wide range of transport contracts.

However, this is just one aspect of this multi-dimensional role. You will also need to research and implement innovative strategies, policies and contracts for passenger transport services. This is where your remit starts to get really interesting, as you work to create a vision for Total Transport for Hertfordshire. Your operating model must deliver efficiency and value through smart, sustainable purchasing strategies in the face of rising demand and develop and then deliver a vision around technology that is easy to use by front line staff and service users themselves.  You’ll then lead and co-ordinate the change programme that the new model requires.

Meanwhile, you’ll also be setting strategic direction for passenger transport programmes, journey planning and technological change. That means inspiring stakeholders, earning trust and providing a clear narrative for staff. Together, you’ll get projects delivered according to deadlines, scope and budgets. Be aware that securing funding via s106 and Community Infrastructure Levy will be an increasingly important task as well as exploring and securing access to outside funding streams.

To lead the ITU into the future, you must be a senior manager with a proven entrepreneurial approach to developing transport models. Your knowledge should cover council transport services and the legislation that governs them. Above all, you must be used to building networks, supporting high level figures and working with multiple stakeholders such as Members and developers. A catalyst for change, you’ll have the credibility and political sense to influence, inspire and make transformation happen.
