Permanent, Full Time, 37 hours per week

We are looking for an experienced Transport Planner / Transport Engineer who is self-motivated and able to work in a pressured environment as a specialist transport professional to join Lancashire County Council as we continue to develop and deliver a programme of major transport infrastructure investment.

About us:
We are a dedicated, multi-disciplinary team established providing civil engineering, transport planning and environmental planning services to deliver an ambitious programme of works.

Through the Preston, South Ribble and Lancashire City Deal we are well underway in delivering largest coordinated investment in highway and transport infrastructure in Lancashire for forty years. Funded by City Deal capital investment exceeding £350 million, we've been busy delivering three major road schemes, including the recently completed Penwortham Bypass, public transport improvements and public realm enhancements across Central Lancashire to support housing development and economic growth in the Preston city region.

Our exciting and ever expanding programme includes emerging projects in Lancaster and West Lancashire, with new strategic traffic models under development for each area. Traffic modelling will also inform the emerging movement strategies in Lancaster city centre and Ormskirk town centre and support future transport investment.

Additionally, following the County Council's submission of the Transforming Cities Funding bid to DfT, we are gearing up to deliver an ambitious programme of schemes promoting sustainable travel in the Preston city region including cycle super highways and bus priority routes.

An excellent opportunity has arisen for a transport planner / transport engineer to join us as the team expands in response to an increasing work programme, building on our success to date.

About the role:
The successful candidate will be working as part of the transport planning section of this highly skilled, multi-disciplinary team. Day to day you will have a wide range of responsibilities spanning from scheme business case development through to strategic modelling, junction concept design and everything in-between as you see projects through the full life cycle.

You can expect to be active on a number of projects at any given time – these can vary in both scale and nature, making the workload extremely interesting.

You will work in collaboration with other specialist disciplines and will have the opportunity to work on a wide variety of schemes, research projects, and innovative, technically challenging work, reporting to the team's Principal Transport Planner.

About you:
You will have a relevant transport planning or engineering degree or similar and a minimum of 3 years post qualification relevant experience in the public or private sector.

You will have a passion for transportation and a genuine awareness of the current climate change and decarbonisation agenda and the role that transport planning can play in tackling the issues we are facing.

Strong experience in traffic modelling and an ability to analyse big data is essential to the role. You will ideally be proficient in the use of specialist software packages SATURN, Aimsun, LinSig and Junctions 9 or similar.

The ideal candidate should also have a good understanding of DfT WebTAG and DMRB requirements, an appreciation of Manual for Streets and local design guidance, and a thorough knowledge of relevant processes and legislation.

You will also have a knowledge of transport policy and appraisal issues and techniques, and how transport modelling can be used to support and enhance other areas of transport planning and policy.

You will have strong analytical, numeracy and problem-solving skills as well as good creative thinking and demonstrable spreadsheet analysis capabilities.

You will have excellent communication skills with strong report writing capability and be highly organised.

You will have the ability to work under pressure both as part of a team and manage an individual workload.

• Transport related MSc
• Professional membership of a relevant institution
• AutoCAD experience
