The London boroughs of Kingston and Sutton have come together to create an ambitious and forward-looking shared environment service, covering Environmental Regulatory Services and Highways & Transport functions. With a focus on delivering high quality frontline services, this innovative partnership plays its role in creating sustainable communities, with diverse transport networks and quality environments for all to enjoy. We offer a series of unique, fulfilling and exciting challenges in a dynamic working environment where innovation and creativity is needed just as much as the energy and desire to get things done.

This is a key role within our Strategy and Commissioning team in Kingston with responsibility for scheme and programme development and management, together with the associated budget management, across half the borough. The programme mostly consists of Local Implementation Plan (LIP) funded schemes and accordingly you will need to prove you have the relevant technical, contractual and legislative knowledge, as well as a successful record of scheme and budget management and monitoring in a local authority environment. This role will include close liaison with important external partners, such as TfL/other transport operators, and external stakeholders.

As you'll be responsible for managing at least one Engineer, you so you must be able to demonstrate that you are able to support and empower staff whilst being effective in commissioning and performance management, and be a role model in taking an innovative and commercial outlook. You'll also need to communicate effectively with colleagues, particularly those in Design and Delivery; the public and members; as well as our partners. In particular, you will need to demonstrate your effective political management skills as regular attendance at committee meetings is a key part of the job.

Finding the right people is critical to our future success. We’re looking for people who combine enthusiasm, drive and creativity with a successful track record of delivering high quality transport solutions in a local authority environment, whether working in the public sector or private practice.

For all roles your work with us will help ensure our highways and transport infrastructure is safe, fit for purpose, sustainable, cost effective and well connected. So, you’ll need to have good communication skills with the ability to put your ideas across clearly to colleagues and customers - both in person and in writing, and you’ll need to demonstrate the ability to manage and prioritise your workload effectively in order to work on a number of projects simultaneously from inception to completion.
