Reporting to our Director of Transport and Highways, this is a newly created role that will oversee and lead a team of transport and strategy professionals. You will be responsible for the creation and delivery of our strategic transport vision with Net Zero at its heart. This includes the development and delivery of our Local Transport Plan, the progression and delivery of our ambitious Active Travel strategy and our Enhanced Bus Partnership. The role includes overseeing the development and delivery of critical programmes of work including transport strategy, transport commissioning and fleet.

We are looking for someone committed and passionate about transport and strategy who can lead, manage and develop the Council's Transport Directorate who can work closely with colleagues across Communities, Environment and Economy including Regeneration, Planning, Housing and Climate Change.

We work collaboratively with our colleagues across the border in Wales and within our LEP of Cheshire East and Warrington - we are a truly collaborative directorate where customers are at the heart of everything that we do. Our transport networks represent the council's largest physical asset, with a road network of approximately 2,300 kilometres (including 3 Roman Roads), the City Walls in Chester and numerous public rights of way. We are re-aligning how our infrastructure plays its part in our case for change and Active Travel networks are at the heart of this. You will have responsibility for Chester's Park & Ride and will chair the Enhanced Partnership Bus Board gathering support and engagement on our bus strategy.

Responsible for approximately 75 staff across a diverse portfolio that includes rail, bus, active travel, decarbonisation, transport commissioning and strategic transport - you will be a strong leader who is able to ensure that the needs of our residents and climate are reflected in our transport plan. We have committed, high performing customer focussed teams who can deliver against agreed targets and KPIs. You will lead and manage a programme of change and innovation, driving cultural change to ensure that our delivery of services is the best it can be. You will have a strong customer centric approach and have the ability to improve organisational effectiveness and embed our corporate values across the board.

The contractual work location for this role is listed above however you may be required to work from a range of work locations or sites within the Borough and may also be required to work from home, depending on the needs of the service.
