Since 1955 Heathrow has been connecting people from around the globe, becoming one of the world’s busiest international airports. Since 2003, £13bn has been invested in improving Heathrow, establishing it as the UK's premier international airport and one of the world’s major hub airports, flying people for business, tourism and to visit friends and relatives around the world.

Heathrow is progressing into the next stage of it’s development, with the planned expansion programme to build a third runway. Surface Access plays a crucial role in driving Heathrow’s growth and is a key element in complying with the requirements of the Airports National Policy Statement, specifically targets on air quality, colleague travel and maximising the proportion of journeys made to the airport by public transport. The Road Strategy Lead will promote the responsible use of the roads surrounding the airport.

Job Overview
You will be responsible for delivering the Heathrow commitment to expand the airport without any increase in airport related traffic, during the construction, phasing and at capacity timelines. It will be responsible for the strategy, the evidence base and initiating the delivery of initiatives that will underpin the Development Consent Order.

The core initiatives are likely to be the roll-out of a charging zone (eg: emissions based, alignment to London ULEZ), working with the cargo and freight industry to consolidate movements and back-filling of empty taxi movements.

The Road Strategy Lead will work closely with all functions to facilitate the delivery of the company’s vision, objectives and plans, work with external stakeholders such as other users at the Heathrow site and important industry stakeholders such as TfL, Highways England.

Key Responsibilities
• Develop the strategy - understand business need; develop options and the business case; understand regulatory compliance and policy context.
• Advise and recommend the strategy to Surface Access Leadership Group, Expansion Programme Board and HAL Executive.
• Stakeholder engagement - work with internal and external stakeholders through the development phase to support the Surface Access targets.
• Technical support to deliver the strategy.
• Client Sponsor for colleague travel initiatives - deliver the strategy through others; monitor progress against targets.

Skills and Qualifications
• Educated to degree level or equivalent with further post graduate qualifications desirable.
• Relevant experience in transport with prior experience of a regulated business environment preferable. This could have been gained in transport authority or agency, transport consulting firm or other allied strategic transport environment.
• Proven ability to engage at all levels, internally and externally and evidence of influencing at a senior level.
• Strong project management skills and a record of achieving deliverables.
