Transport Network Development & Planning Officer

Worcestershire County Council

Worcestershire County Council

Transport Network Development & Planning Officer
Shape the future of Worcestershire’s transport networks.

The county of Worcestershire offers something for everyone. From the bustling town of Worcester to the natural beauty of the Malvern Hills, there’s plenty on our doorstep for every age group. Drawing visitors in their reams, we are committed to finding the perfect balance between the business benefits that tourism brings to the county, while ensuring that our local community enjoys an exceptional quality of life. And central to both of these needs is the transport network that connects the area. It is here that you will join us to ensure the seamless planning and management of a high-quality passenger transport service.

Our networks range from public transport to SEND education transport and social care and community transport. You will therefore work to provide a high quality and value-for-money integrated service, using your project management skills to commission services and develop partnerships that will ensure we are able to meet our responsibilities. Working to deliver an Enhanced Bus partnership, you will develop monitoring procedures to enforce performance standards and drive a culture of continuous improvement that is sustainable. Furthermore, you will devise an ‘emergency plan’, identifying operators who are able to support us at short-notice. Quite simply, we want our community to receive a consistently outstanding service – and that will be down to your competent transport design methods and planning.

It is important that your plans are deliverable, within achievable timescales. As such, you will have considerable experience of commissioning services and procurement within a commercial context. Adept at evaluating these services, you will also have experience of managing large contracts and driving change where necessary. As you will lead consultation exercises with members of the public and external providers, we will expect you to have exceptional communication and negotiation skills, and you will have a community-focus in everything that you do. You will need good numerical and analytical skills, and you will have the confidence to manage a budget and balance your priorities. With experience of market shaping and development, it would be an added bonus if you have a degree-level or Passenger Transport CPC qualification.

This is a unique opportunity to secure the future of Worcestershire’s transport networks. We are seeking someone with tact and diplomacy, matched with ambition and a clearly-defined focus. If that’s you – and you’ve got the ability to think creatively to secure the best results for our local people – then we’d love to discuss this important position with you further.
