Location:   Marischal College, Aberdeen
Hours:       Full Time, 37 hours per week

Job Purpose:
Responsible to the Senior Planner in the Transport Strategy and Programmes Team, the Planner will assist with the preparation, monitoring and implementation of Transport Policy in Aberdeen City. To meet the overall goals of the Planning and Sustainable Development service to create the conditions for growth for Aberdeen through the development and implementation of an up-to-date and long term land use and transportation planning framework and related matters to comply with statutory requirements.

Aberdeen City Council has become the first local authority in Scotland to launch and complete a £370 million bond issue which will be used to invest in a substantial capital investment programme over the coming years. This is over and above the near £1 billion pound investment in both road and rail improvements across the City that are already under construction. Another first for Aberdeen is being the first Scottish port City to take part in the European project – CIVITAS PORTIS (http://www.tmleuven.be/project/civitasportis/home.htm) – which aims to demonstrate innovative sustainable mobility measures across a number of European cities. In addition to this, Aberdeen City Council recently approved the City Centre Masterplan – a 25 year multi million pound regeneration of Aberdeen City Centre which includes housing, development, active and sustainable transportation and public realm improvements. One of the key public realm projects along Broad Street has already started and is due to completed later this year to complement the opening of the adjacent major city centre commercial development – Marischal Square. Aberdeen City is also partnering with Aberdeenshire Council, the Scottish and UK Governments to deliver the 10 year £250 million housing, transportation, development and innovation City Region Deal with a further £254 million committed by the Scottish Government. Given this major programme of activity, Aberdeen City Council needs to maintain a significant resource to deliver and is therefore pleased to offer a vacancy for someone who would like to be involved in these transformational programmes which, on a transport front, seek to deliver ‘A Sustainable Transport System that is fit for the 21st Century, accessible to all, supports a vibrant economy, facilitates healthy living and minimises the impact on our environment’. Recent staff moves coupled with the significant plans for growth mean we are looking for the right person who can help us to deliver projects across a wide area from transport strategy, scheme funding and delivery, active and sustainable travel infrastructure and behaviour change programmes.

Requirements

The post holder needs to hold as a minimum:

Degree in Town Planning or related discipline (e.g. Geography, Environmental Studies) and Chartered Membership of RTPI or other appropriate professional institute.

Or

Degree (or equivalent) in Town Planning or related discipline (e.g. Geography, Environmental Studies),along with membership of a relevant institution, relevant experience of working in Transport Planningand can demonstrate they are well advanced through their professional development and are actively pursuing appropriate membership status

Or

Extensive relevant Transport Planning experience, and along with membership of a relevant institution can demonstrate they are well advanced through their professional development and are actively pursuing appropriate membership status.

The applicant should be aware that post holders may occasionally be expected to arrange/ attend meetings/consultations/events etc. outwith normal working hours including during the evening and weekends, as well as work outside in all weathers.

The post holder is expected to demonstrate:

- Good analytical and administrative skills.
- Ability to communicate and negotiate effectively, including managing conflict.

- Ability to prepare cogent reports.
- A good knowledge of PC systems and programmes.
- Ability to organise personal workloads in response to priorities.
- Able to facilitate in Consultation events
