The Warrington Waterfront Western Link scheme consists of a new 3.2km road connecting the A56 Chester Road with A57 Sankey Way which aims to:
• Relieve congestion and improve air quality in Warrington Town Centre;
• Improve connectivity between north and south Warrington;
• Unlock key development land to support the growth aspirations of Warrington means Business and the Warrington Local Plan;
• Support the continued growth of Warrington’s economy within the Northern Powerhouse; and
• Make Warrington a more attractive place to live.

We are looking to form a new Warrington Waterfront Western Link Team and we are looking to fill a number of key posts within the team and for that team to lead on taking this major scheme forward through the Department for Transport Business Case approval process and to oversee all aspects of scheme development and delivery.

Following the submission of an Outline Business Case in December 2017, the Department for Transport in April 2019 confirmed Programme Entry for the scheme. Subject to the production of a Full Business Case and the securing of all necessary statutory powers to deliver the scheme, will award £142.5m of funding, representing two thirds of the estimated scheme cost of £212.5m.

The scheme is a complex and challenging one and we seek two highly capable and dedicated Principal Transport Planners to take the scheme forward through these approval processes. These roles will require you to take a prominent role in overseeing and managing work undertaken by the project team consisting of in house staff, specialist consultants and contractors whom the Council will employ to develop and deliver the scheme. Key work streams you will be involved with are the preparation of a Full Business Case for the scheme and you will take a prominent role in the briefing and engagement of senior officers, councillors, the local MP, key stakeholders and the public are all fully engaged and consulted with on the scheme. These post holders will also be required to support the Project Manager at a public inquiry into the scheme.

To be considered for these roles you’ll need to demonstrate enthusiasm and commitment and a desire to work as part of a multidisciplinary team to develop and deliver a hugely exciting and challenging major transport scheme.

Background Information:
Funding from the Department for Transport’s Large Local Major Scheme fund was secured in late 2016 to develop an Outline Business Case for the Warrington Waterfront Western Link. Work commenced early in 2017 on its preparation and it was submitted to the Department for Transport in December 2017.

A decision on funding was made by the Department for Transport in April 2019 who confirmed Programme Entry for the scheme into the Large Local Major Transport Scheme programme – a very important milestone. Subject to the production of a Full Business Case and the securing of all necessary statutory powers to deliver the scheme, will award £142.5m of funding, representing two thirds of the estimated scheme cost of £212.5m.

Two rounds of public consultation took place on the scheme and the outcomes from this consultation formed an important consideration in the identification of a Preferred Route for the scheme, which was confirmed by a decision of the Council’s Executive Board made in November 2017, prior to the submission of the Outline Business Case.

Subject to the securing of all of the necessary powers and consents for the scheme, potentially work could commence on site in 2022, with scheme completion in 2025.
