Your New Role
You will be developing the Portsmouth complementary policies for the South East Hampshire Rapid Transport (SEHRT) project, integrating them with the Portsmouth Transport Strategy and Implementation Plan. You will regularly report updates and progress to the SEHRT partnership group and board. You will develop the SEHRT proposals for Portsmouth, identifying future funding opportunities and leading on bid/grants where applicable, to support key Portsmouth priorities. You will take a lead role in working with other local authorities across the South Hampshire area and other external partners and operators as required, in order to progress the SEHRT proposals for Portsmouth. You will think in innovative ways to develop strategies and provide technical transport planning advice to internal and external clients as required as well as project management of large scale and/or complex transport schemes. You will monitor the outcome of the interventions and schemes, and make recommendations for the future. You will respond to and deal with transport planning queries raised by members of the public, MPs, Councillors and other stakeholders. You will build on existing relationships with elected members and key decisions makers, act as both an influencer to assist in the determination of transport priorities, and a conduit to articulate technical and sensitive decisions to a range of audiences. You will cultivate your own networks across government and industry with the aim of advancing the provision of transport and air quality in Portsmouth. You will remain up to date and compliant with all relevant guidance and legislation, organisational procedures, policies and professional codes of conduct in order to uphold standards of best practice. Additionally, you will assist the team to remain up to date and compliant. You will advise and guide Transport Planners by providing technical expertise and experience in solving more complicated problems. You will act as a role model and take on some responsibility for supervising work of others on particular projects and providing training.

What you’ll need to succeed
You will have a relevant degree level education or demonstrable equivalent professional experience. Ideally you will be a member of a professional body and have line management experience. You will be able to build credible working relationships, build rapport and negotiate with and influence others. You will be able to develop positive partnership ways of working, with a range of stakeholders, partners and operators. You will communicate messages (which may be complicated or sensitive) clearly, concisely and at a level appropriate to the audience, who may not be specialists in transport planning. You will have the proven ability to represent the service with direction at highly challenging internal/external meetings, with integrity and confidence. You will demonstrate high levels of verbal communication and reasoning, putting forward persuasive and compelling arguments and will be able to make connections between disparate issues, and creatively combine solutions to solve multiple problems. You will have well-developed project delivery skills, including skills for coordination, liaison and the ability to plan and monitor project plans in order to achieve major projects on time and within budget. You will have excellent writing skills, experience of developing transport bids for grant and funding opportunities and be able to work independently and proactively. You will be able to prioritise, make decisions and think through complex and conflicting issues. You will be required to have a team player ethos, keep up-to-date with best practice in the profession and have an excellent working knowledge Microsoft applications/general IT skills.
