You will be at the forefront of insisting upon the delivery of exceptional new places in the City for all who wish to live, work and play here, whilst resisting proposals that result in poor and unsafe environments. The Transport Development Management team works in close partnership with planners, developers, architects, and engineers, from across the planning and property disciplines; to ensure that new development benefits from the high quality active and sustainable travel choices that we expect for our citizens.

Key to this role will be the ability to work within legal and legislative frameworks under pressure, and in a political environment using negotiation and problem-solving skills to obtain the best outcome for the City of Bristol. As part of this work you will also ensure that the delivery of developer-funded infrastructure you have negotiated, is covered by the most appropriate and robust legal processes and mechanisms.

We require a talented and experienced transport planner, traffic engineer, or town planner; with significant experience in the development planning, or traffic engineering field, with particular focus upon negotiating and securing investment. Private sector experience would therefore be particularly advantageous.

You will:
• Provide detailed transport comments on medium to large-sized planning applications, having consulted with all the relevant transport disciplines (e.g. public transport, traffic signals, traffic management etc.)
• Provide advice to developers on medium-large sized planning applications, regarding whether the transport impact of development is acceptable, and negotiating appropriate mitigation measures.
• Ensure that where highway works or amendments to Traffic Regulation Orders (TROs) are required as part of a planning permission that they are secured through appropriate legal arrangements, whereby you will be involved in the drafting and negotiation of clauses pursuant to s106 of the Town and Country Planning Act, and sections 38 and 278 of the Highways Act.
• Advise developers and planners on where stopping up orders are required and help guide them through the process.
• Liaise effectively with planning, legal, and engineering colleagues; to ensure the interests of the highway authority are safeguarded, throughout all stages of development construction.
• Carry out ad-hoc research and maintain information / databases, on particular topics relevant to planning applications, on behalf of the team and the Transport Development Manager.
• Provide technical assistance to the Transport Development Manager, and other members of the team in advance of planning committees, and public inquiries.
• Keep up-to-date with changes to planning and transport policy, to ensure that appropriate transport requirements are secured as part of planning applications.

You should have an excellent knowledge and practical application of planning policy, legal agreements, and highway design guidance; with an ability to provide high quality technical advice to an agreed timescale.

Please note a full current driving licence is required for this role.
