The Office of Rail and Road (ORR) has appointed Paul Smith as its Chief Executive Officer.
He joins ORR from Fingleton, the strategic regulatory and competition advisory firm, which he joined in 2024. Prior to that he was at the Civil Aviation Authority for six years, where he was a board member, Director of the Consumers and Markets group, and joint interim CEO.
