Influencing Travel Behaviour Officer - Sustainable Travel Transition Year Fund 

Fixed Term Contract or Secondment for 12 months

Band: 8

Salary: £27,123 - £29,558 p.a.

37 hours per week

Externally funded by Department for Transport funding for PCC’s Sustainable Travel Transition Year fund

The Purpose

This job will project manage the influencing behaviour strands of the Portsmouth Sustainable Travel Transition Year Fund (SSTY).  This includes on-street travel guides, personal journey planning and workplace travel planning. The role will be required to engage with local high profile businesses, encouraging them to develop travel plans in order to deliver the measures outlined in the Portsmouth City Council bid by March 2017.

What is the role?

Reporting to the Transport Planning Team Manager, you will be responsible for:

  • Influencing behaviour workstream of SSTY fund
  • Budget management
  • Securing local business buy-in to travel planning
  • Supporting businesses in the development of travel plans
  • Helping businesses deliver measures to encourage modal shift
  • Delivering modal shift for businesses, residents and visitors to Portsmouth.

Who is the person?

You need to have:

  • Degree in a relevant discipline or relevant work experience, demonstrating the same level of applied knowledge in researching, analysing and evaluating arguments and information.
  • Theoretical and procedural knowledge of transport planning and equivalent knowledge of Influencing Travel Behaviour specialism.
  • Experience of project management for projects
  • Excellent writing skills including the ability to write clear, basic and appropriate information for reports, articles and briefing papers are essential.
  • Communicates verbal messages (which may be complicated or sensitive) clearly, concisely and at a level appropriate to the audience, who may not be specialists in transport planning.  
  • Experience of partnership working.
  • Has the ability to represent the service at highly challenging internal/ external meetings with integrity and confidence, representing the views of the service/ PCC and being able to negotiate with and influence stakeholders.
  • Customer focus approach to work which promotes your passion to deliver excellent service and continuous improvement on transport issues for the City’s residents.
  • Required to have a team player ethos.
  • Ability to work independently and proactively, being able to prioritise workload.
  • The ability to work under pressure and ensure deadlines are met. 
  • A working knowledge of Microsoft applications and good general IT skills.
  • An understanding of the organisation, its priorities and decision making processes.
