We are looking for a well organised and enthusiastic individual to work as project officer to help progress our Community Links Programme, supporting Local Authority partners to deliver cycling and walking projects across the country.

This role, as part of our Community Links team, presents an exciting opportunity to work on a wide variety of active travel infrastructure improvements in urban and rural settings. The role will involve assisting local authorities and other partners improve bids for infrastructure design and delivery to fulfil the aims of the programme and ultimately contribute to more journeys being made by bike and by foot.

With knowledge in the design, development and delivery of infrastructure projects, you will be able to demonstrate experience of working on technical projects such as civil engineering or minor works projects. You will also have experience of project management and monitoring, delivering to time and budget.

Your excellent written and verbal communications skills, along with your excellent influencing and negotiation skills will enhance your ability to build and develop strong productive on-going relationships. You will have an enthusiasm and passion for active travel and a good understanding of the benefits of an integrated approach to creating places where people are encouraged to travel by foot, bike or public transport for more of the journeys they make every day.

Purpose of Job:                

To contribute to the successful delivery of a wide range of Community Links projects which aim to create and enhance sustainable transport links across Scotland.

Sustrans Scotland‘s Community Links Programme provides grant funding to all 32 Scottish local authorities, statutory bodies and educational institutions for the creation of cycling and walking infrastructure for everyday journeys. It has been running since 2010 and has funded over 700 projects to date utilizing over £40 million of Scottish Government funding. The Programme is funded through the Transport Scotland Sustainable Transport team within the Scottish Government.

Dimensions of Job:

The postholder will be part of the team that manages the Community Links Programme. The core role of the officer will be to monitor the delivery of a number of cycling and walking infrastructure projects of varying sizes that are being delivered by local authorities and other partners across Scotland. The role will involve the assessing and sifting of project funding bids, assist partners in improving infrastructure concept, design and delivery. Community links officers carry out site inspections, provide guidance on both social and technical aspects of projects, negotiate with partners and administer funding awards and agreements. 

In addition, the post holder may get involved with other projects concerning the promotion of cycling and walking.

Management Structure:

The postholder will report to the Community Links Coordinator (Scotland) and work in collaboration with the existing Project Officers; Community Links team (Scotland) managed by the Community Links Manager, Scotland. The postholder will be part of the Built Environment Team, which is managed by the Deputy Director, Built Environment (Scotland).  In addition, the postholder will receive support and direction from colleagues in other disciplines and direction from colleagues in other disciplines as and when required.
