As the UK ‘s only island city, Portsmouth has a twenty year plus history of bus priority and integrated transport which is currently seeing investment of over £150 million in buses and active travel and enjoys well-established working relationships with local bus operators on which this role will help us build so buses can deliver strongly for health, social and economic outcomes.

This exciting post will contribute to the delivery of Portsmouth’s National Bus Strategy and associated Bus Service Improvement Plan. It will embed a strategic and evidence based approached to delivery, ensuring public transport is at the heart of our delivery programme working to integrate it into day-to-day public transport operations. The post holder will work closely with colleagues and key stakeholders to shape the city’s public transport offer and deliver against the transport strategy and wider corporate objectives.

Your New Role
As the Operational Public Transport Officer, you will be responsible for the provision of specialist technical advice and guidance on transport issues, in particular public transport matters, to senior colleagues and provides a front-line service provision for Portsmouth City Council’s customers.

This role will focus on the integration of the Portsmouth Bus Service Improvement Plan (BSIP) projects into the public transport operational functions of the council Transport Planning Team

Reporting to the Principal Public Transport Officer, you will be responsible for:

Providing technical advice and/or information in this on transport planning issues, in particular relating to public transport. Embed new programmes such as the Bus Service Improvement Plan into business as usual.

Presentation and development of briefing notes for relevant Committee Meetings, Boards and external meetings. Ensure compliance with statutory requirements in terms of bus stop accessibility, and work to promote accessibility for people with disabilities to the bus network.

Administer the Real Time Public Information (electronic bus departure system) and other information systems. Advise the Hard Interchange Supervisor with public transport operations at the Hard Interchange. Assist the Principal Public Transport Officer with the Park & Ride, Concessionary Fares and its associated systems.

Remain up to date and compliant with all relevant organisational procedures, policies and professional codes of conduct in order to uphold standards of best practice. Contribute to decisions made across the Council, with the aim of embedding public transport improvements in all aspects of Council deliver.

What you’ll need to succeed
Experience/Qualifications:
Relevant degree level education OR demonstrable equivalent professional experience is essential. Experience and good working knowledge of public transport operations and infrastructure.

Knowledge of the health and safety legislation which affects the Transport service and an Awareness of relevant legislation and processes in public transport.

Excellent interpersonal communication and networking skills, which enable you to build effective relationships and have a positive influence on stakeholders and colleagues.

Able to work independently and proactively, along with the ability to prioritise. Able to make decisions and think through complex and conflicting issues. Able to manage competing priorities. The ability to think outside the box, to provide and deliver creative, realistic solutions to complex problems.

Experience in building credible working relationships, building rapport and negotiating with others. Proven ability to develop positive partnership ways of working, with a range of stakeholders.
