As the UK ‘s only island city, Portsmouth has a twenty year plus history of bus priority and integrated transport which is currently seeing investment of over £150 million in buses and active travel and enjoys well-established working relationships with local bus operators on which this role will help us build so buses can deliver strongly for health, social and economic outcomes.

This exciting post will contribute to the delivery of Portsmouth’s National Bus Strategy and associated Bus Service Improvement Plan. It will embed a strategic and evidence based approached to delivery, ensuring public transport is at the heart of our delivery programme working to integrate it into day-to-day public transport operations. The post holder will work closely with colleagues and key stakeholders to shape the city’s public transport offer and deliver against the transport strategy and wider corporate objectives.

The Purpose
This role will focus on the integration of the Portsmouth Bus Service Improvement Plan (BSIP) projects into the public transport operational functions of the council Transport Planning Team. The role will be working closely with our bus operator partners, officers, contractors and elected members providing strategic public transport expert advice and delivering policy and projects requiring specialist public transport input.

The Role
Reporting into the Transport Planning Team Manager, you will be responsible for:

In conjunction with the Transport Planning Team Manager developing the strategic public transport planning and policy framework for the city. Taking a lead role in contributing to the development, review and ongoing management of public transport operations and be responsible for the annual review of key public transport sections within the Local Transport Plan. Provide input to and represent Portsmouth City Council at Solent Transport, South Hampshire Bus Operators Association and other external partnership bodies as required.

Project management of large scale and/or complex public transport schemes and proposals, including Bus Service Improvement Plan schemes. Monitors the outcome of the interventions and schemes and makes recommendations for the future. Respond to and deal with public transport queries raised by members of the public, Councillors and other stakeholders.

Building on existing relationships with elected members and key decisions makers, act as both an influencer to assist in the determination of public transport priorities, and a conduit to articulate technical and sensitive decisions to a range of audiences. Advance the provision of public transport within the city through the development of effective working relationships with operators, other local authorities and key stakeholders.

Remain up to date and compliant with all relevant guidance and legislation, organisational procedures, policies and professional codes of conduct in order to uphold standards of best practice. Additionally, to assist the team to remain up to date and compliant. Routinely seeking external funding opportunities, from a range of external sources, to support key Portsmouth priorities.

What you’ll need to succeed
Experience/Qualifications:
Relevant first degree and a Masters degree in a relevant discipline is desirable. Proven relevant work experience of at least four years is required. Membership of a professional body is desirable. Experience of dealing with financial and budget management.

Able to communicate verbal messages (which may be complicated or sensitive) clearly, concisely and at a level appropriate to the audience, who may not be specialists in transport planning. Excellent writing skills including the ability to write clear, basic and appropriate information for reports, articles and briefing papers including technical and Cabinet reports where necessary.

An excellent team player ethos, able to demonstrate knowledge and some experience of managing, motivating and developing staff, ensuring resources are well planned and work delivered with targets achieved.

Able to demonstrate higher level thinking skills, in order to think through issues, make connections and establish solutions which draw on this bigger picture view of transport. Able to make connections between disparate issues, and creatively combine solutions to solve multiple problems. Able to work independently and proactively, along with the ability to prioritise. Able to make decisions and think through complex and conflicting issues. Able to manage competing priorities. Able to build credible working relationships, build rapport and negotiate with and influence others. Able to develop positive partnership ways of working, with a range of stakeholders.
