Highways Development Control Engineer

This is an exciting opportunity to join Telford & Wrekin Council as a member of the Highways Development Control Team, and to play a part in the approach to the provision of multi-disciplinary technical advice to support and drive the delivery of growth. You will provide highways and transport input to all stages of new developments, including the assessment of the impact of new development on the highway, approving new housing and industrial development highway layouts and securing S106 funding to ensure that the Council fulfils all of its statutory obligations as highway authority for all new development. You will embed a proactive approach to the handling of pre-application advice and subsequent planning application consultation to identify issues and suggest solutions in order to deliver commercial growth and residential growth across the borough.

Working to the Development Team Group Manager, the post duties include:

  • To use professional judgement and appropriate tools such as transport assessments and transport models where appropriate to provide advice on the highway impacts of proposed developments from small scale residential developments to planning applications for medium scale mixed use and residential developments, explain the potential impact of new development and secure reasonable and appropriate improvements to mitigate impact on the highway network.

  • To ensure that all relevant national and local planning and transport policies, regulations and design standards are taken into consideration when considering the highway impacts of new development.

  • Proactively encourage, instigate and participate in pre-application discussions with developers in order to assist in the development of sustainable residential streets and industrial developments in accordance with relevant design guides.

  • To work with Planning Officers, senior managers, elected Members, town and parish councils to provide professional advice and explain the potential impact of new development and secure reasonable and appropriate improvements to mitigate impact on the highway network..

  • To negotiate and agree legal agreements related to the highway impacts and required improvements for small to medium sized proposed developments, to secure S106 contributions typically to values up to £1,000,000 towards transport infrastructure improvements.

  • To undertake detailed technical assessment of development related highway works proposed for agreement under S38 and S278 of the Highways Act, 1980 and use professional judgement and other resources as appropriate to review and approve designs by third parties for making alterations or additions to the borough’s highway network.

  • To arrange for the supervision of third party developers and contractors on site to ensure all works are constructed to approved designs ensuring that the Council can formally adopt works as part of the highway following construction.

Applicants will have a degree in Civil Engineering (or related subject) or significant relevant experience. Membership of a professional body (such as the Chartered Institute of Civil Engineers or similar) would be an advantage.
