The maintenance and improvement of Highways is an ongoing priority for City, this is evidenced through the Council’s unprecedented investment of £80m to improve the condition of the carriageway, the volume and of diversity of major transport schemes and sustainable transport projects. All of which support the continued Growth of the City and our aims for the Highway Service which include:

• Supporting the 2040 Transport Strategy to achieve the ambitions of Northern Gateway, Mayfield and Growth of Manchester Airport
• Identifying key Highway and Transport interventions needed to support the growth aspirations
• Tackling congestion to keep the City moving and improve the flow of traffic
• Contributing to improving air quality through innovative transport methods and improvements to public transport and networks
• Delivery of major schemes and projects to time, budget and quality
• Delivery of the 5 year investment programme

To achieve these ambitions and more we need a highly skilled, highly motivated ‘can do’ workforce made up of experienced professionals, with an engineering background. We have a number of opportunities for experienced Engineers, within our Development Control, Traffic and Design Team to lead on specific areas of work.

Whilst you may have chosen to specialise within the profession you will be fully familiar with Traffic Legislation, have a good understanding of Traffic Regulation Orders (TROs), highway related signage and working within the parameters of ‘The Traffic Sign Regulations and General Directions 2016’. A good understanding of working with Section 278's and Section 38's would be of a considerable benefit.

You will be familiar with highway related problems that can face residents, businesses and visitors including inconsiderate parking, speeding issues, highway visibility, obstructions of the highway and lack of facilities such as safe crossing points and waiting restrictions.

You will understand the planning application process and be able to comment on how a new development may impact the existing highway network, including visibility, parking, traffic flows, required Traffic Regulation Orders, servicing of a development, general access and the safety of motorists and pedestrians.

You will have the opportunity to be involved in a variety of projects working across all areas of the profession and be involved in cutting edge innovation and the development. You will hold a recognised professional engineering related qualification with demonstrable experience in a similar role in a large diverse organisation. You will have a passion for your profession with an energy to continually seek improvements.

Key responsibilities:
• Conducting feasibility studies leading to final design and implementation of schemes to current technical standards.
• Draft responses to queries in relation to schemes.
• Carry out Risk Assessments and ensure that issues are raised with the relevant lead Officer.
• Carry out drainage and carriageway investigations and propose effective solutions.
• To prepare or assist in the preparation of technical design and contract documents.
• Formulate project programmes and liaison and co-ordination of stake holders to deliver project to time scale and budget.
• Compile maintenance schemes / contracts and monitor progress of contracts and consultants to deliver cost effective maintenance of infrastructure.
• Appraise financial implications of schemes on overall budget with direction and support.

You will need:
• A degree or HNC in Civil Engineering or Construction & the Built Environment.
• General knowledge of Engineering, Highways and transport policies and associated legislation.
• Good written and verbal communication skills.
• Working knowledge of AutoCAD.
• The ability to work without close supervision.
• To have a sound understanding of carrying out feasibility studies and provide Engineering Solution in accordance with the current design standard and relevant manuals.
• The ability to project manage individual schemes and communicate and record information.
• The ability to work effectively and competently with people at all levels in the organisation.
• Excellent written and verbal communication skills.
