Bristol City Council is committed to meeting the housing needs of our existing and new populations, in such a way that creates high quality environments that protect and enhance the health and social mobility of our residents and visitors, whilst delivering the infrastructure required to meet our ambitious targets for carbon reduction. These demands are encouraging a considerable period of housebuilding over the coming years. It is therefore critical that new developments are accompanied by works secured at the planning stage and delivered post-permission, under sections 278 and 38 of the Highways Act, that deliver safe, maintainable, well-lit, and accessible infrastructure.

We require an experienced engineer to provide the technical leadership to help us achieve this aim, whilst mentoring and developing a hard-working and committed sub-team comprising six engineers. The Transport Development Management team comprises 14 experienced staff involved in all stages of the planning and construction process, working in close partnership with planners, developers, architects, and civil engineers from across the public and private planning, construction, and engineering spectrum.

You will be insisting upon the delivery of safe and maintainable new places, whilst resisting detailed engineering designs that would result in unsafe and inaccessible environments. You will also play a part in shaping the future direction of this team, given the need to continue to invest in this area of work over the coming months and years; and will demonstrate experience in the field of civil engineering that will help this growing team to flourish, and ensure that physical works undertaken by developers in Bristol are carried out in the interests of meeting our objectives. Knowledge of, and experience in, working with highway legal agreements would also be advantageous, as would experience in the private sector for a civil engineering practice. You will be responsible for dealing with all aspects of the technical approval and supervision of civil engineering works to be implemented by developers as required by the planning process, with particular responsibility to ensure works to new and existing highway are constructed to the high standards we expect, in order to avoid future maintenance and safety liabilities.
