About Hillingdon

Hillingdon is the second largest London Borough by area, situated just 14 miles from the Central London, sharing borders with Hertfordshire, Buckinghamshire, Surrey and the London Boroughs of Harrow, Ealing and Hounslow.  Parts of the Borough are suburban, even rural in nature, the remainder is urbanised and in parts densely built up.  The main town centre is Uxbridge, terminus of the Metropolitan and Piccadilly underground lines.  Other metropolitan centres include Hayes, West Drayton, Yiewsley, Ruislip and Northwood.  Most significantly, Hillingdon is host to numerous high profile international, national and regional transport assets; these include Heathrow Airport, the Elizabeth Line (Crossrail), Great Western Mainline, Chiltern Line, M4 motorway, the Grand Union Canal and RAF Northolt.  To be added to this list is HS2, the new high speed railway line linking London with the West Midlands and possibly a third runway at Heathrow.  Hillingdon's excellent transport links makes the Borough an attractive place for businesses to invest and people to live, this in turn places further demand upon the road, bus and rail network.  The construction and operation of HS2 and airport expansion will have an adverse impact upon the environment, the local economy and residential amenity.

About the job

An exciting opportunity has arisen within the Council's Transport and Aviation Team, a small team with a lot of responsibility.  The primary role of the post holder is to provide highway and transportation development control advice on planning applications, balancing the need for new jobs and homes without placing further stress on a network that is already approaching capacity.

The post holder will be required to advise developers upon the scope and content of Transport Assessments and audit Transport Assessments that accompany planning applications.  The post holder will advise the case officer upon the impact of the development on highway capacity, road safety, parking, air quality and residential amenity and identify measures to address any problems identified. The post holder will also contribute to the development of concept highway designs, comment upon final designs and interpret and report upon the validity of traffic modelling reports.  The post holder will also be expected to negotiate S278 and S106 agreements to secure funding for the interventions required.  We guarantee that the work will be challenging, varied and rewarding.

About the person

The post holder will be someone with a genuine interest and thorough understanding of land use and transport planning, specifically the transport impacts of new developments.  The post holder will be somebody that is astute, a person prepared to take responsibility and is able to manage their workload themselves, prioritising competing demands on their time and seamlessly moving between tasks.

The post holder will be someone keen to work for a London Borough, a Borough where the Elizabeth Line is creating a lot of interest from developers, also a Borough where HS2 and airport expansion will present many challenges and difficult choices.

The role requires a professional with excellent communication skills including the ability to negotiate with developers, draft written reports, present items at Committee, provide information to Council Members and work with colleagues from across the Council.  A sound working knowledge of transportation software is also required.
