About the Role

Surrey County Council is a progressive authority, and is one of the leading local authorities in Transport Planning & Modelling with a high reputation.

Transport planning is a highly topical and exciting field, and provides a link between disciplines encompassing engineering and the built environment, social behaviour and information & computer technology. Apart from the technical side, it embraces policy, politics and finance. This is an opportunity to join Surrey’s in-house transport planning team.

The Transport Studies Team collects and analyses transport-related data. In addition to undertaking transport-related studies, including transport modelling, the team is responsible for monitoring movement and trends as well as evaluating the performance of schemes once they have been implemented. Key tasks of this post include overseeing regular survey programmes, managing surveys capturing data for input to specific studies, monitoring Local Transport Plan targets and Local Sustainable Transport Fund schemes, and producing the Transport Statistics for Surrey report.

The team works closely with those developing bids for transport funding from the Department for Transport and the Local Economic Partnerships. The Team also works closely with other teams on scheme improvements, traffic management and information to assist asset management. Frequently such work requires relevant surveys to be undertaken using appropriate methods to help identify and quantify issues, assist planning schemes and bidding for funding, and evaluating the schemes once implemented.

Producing work on time and within budget, you’ll lead the section undertaking transport related survey and data analysis work. Although traffic orientated, survey work ranges from standard traffic counts to questionnaire surveys. Apart from day-to-day management, much of the work will involve striving to ensure relevant data and information is provided and adding value to that information through appropriate analysis. Using appropriate technology and methods to improve data capture and presentation while reducing costs will also be an important element of the role.

Communication with team members, colleagues and clients is a key aspect, particularly as manual surveys are undertaken by our team of enumerators who are not office based. You will also need good project management skills and to be well organised.

Although no transport survey experience is required, you must be familiar with working with data, ideally both quantitative and qualitative. You must also be familiar with Excel.

Based at County Hall, there will be the need to work periodically at Leatherhead, where other colleagues are located. In addition, you must be able to drive and have a full driving licence.

Flexible working supported where possible, laptop and mobile supplied. 24 days annual leave, local government salary-related pension offered, discounted child care vouchers as well as the option to join the car lease scheme.
