Grade 9, level 1 – 4 (£28,785 - £33,446 per annum)

37 hours per week

Permanent contract

The Adoptions Engineer post offers an opportunity to get involved in and influence the future shape of the city of York.

You will be able to contribute to a wide variety of work across the city ranging from small amendments to an existing junction to the layout of large scale strategic redevelopment sites.

Your involvement in a scheme takes you from initial design, assessment and technical approval to supervision of works on site and final sign off of highway schemes. You will work as part of a close knit multi disciplinary team, reviewing developers submissions for new road layouts to promote good design, high standards of construction and ensure compliance with the council’s standards.

The role will primarily be office based although regular meetings and inspections of ongoing works will be undertaken.

Currently we have a number of live developments (including award winning schemes) on the ground which you will get involved with, with a number of other sites emerging through planning which will provide ongoing activity for years to come.

The successful candidate will work closely with the Highway Development Control function and other council departments whilst specifically being responsible for the evaluation of highway adoptions.

The role considers sites from cradle to grave and as such the postholder will have influence over the internal layout at a planning stage in order to ensure adoptable layouts are of a high quality and constructed to minimise future liabilities to the Highway Authority.

This will require detailed negotiation with developers and consultants together with the provision of creative and innovative solutions to overcome problems whilst ensuring that they meet criteria set out through the planning process.

An eye for detail is important to ensure that not only are developments to a standard capable of adoption but also that they are of a high standard of finish to reflect the quality the city seeks in developments.

The nature of our highway network coupled with the geography of the city, mean that creativity and innovation is important.  This also applies to the internal layout of developments, where we seek to apply best practise, flexibility and new ideas, with the objective of achieving great places to live, work and play.

Work is varied and can, at times, be unplanned resulting in the need to act at short notice to resolve issues and problems.

The successful candidate will have good people skills with the ability to both create good working relationships whilst also being able to reject poor workmanship/design and to instruct and set out why works are unsatisfactory and/or need to be redone.

Candidates shall have the following knowledge, skills and be able to demonstrate;

  • Qualified to minimum of HNC or equivalent level in highway/civil engineering, construction or other related discipline with Streetworks accreditation.

  • A proven level of knowledge and experience in a highway, traffic or transport engineering environment where regular contact with the public and developers has been a feature.

  • A detailed knowledge of highway law with particular reference to the adoption of roads.

  • Ability to communicate effectively, both written and orally

  • Ability to resolve difficulties using diplomacy and negotiation skills

  • Excellent organisational skills, self-motivation, and ability to meet deadlines.
