As the County Highways Team Manager, you will directly lead, manage, and organise a team of nine officers, as well as oversee the work of technical staff in other teams. You will provide professional leadership for all highways development management services including those relating to pre-application advice and consultations on planning applications, negotiating developer contributions for new and improved highways and transport infrastructure, transport assessments for development proposals, and other Highway Authority functions, including consultations on Goods Vehicle Operator Licences.
You will act as the professional lead for this service area, advising the head of service, elected members, senior managers, and internal and external partners accordingly. You will also act, on the County Council’s behalf, as a Director in the TRICS Local Authority Trading Company.
You will be accountable for: leading and managing this customer-focused function; meeting agreed strategic outcomes and priorities for the service area; and meeting statutory and other performance and financial measures, through the effective management of resources.
To succeed, you will be an experienced manager with a background in highways development management or transport planning, sound theoretical and practical knowledge of the subject matter, and have a strong track record of leading, managing, and developing teams. You will possess excellent professional, technical, and leadership skills and take responsibility for your personal and professional development. You will have a positive and proactive approach to development management and possess excellent analytical and problem-solving skills. Regardless of your background, you will have excellent communication, negotiating and influencing skills, appropriate to working in a complex multi-agency environment, and be able to build positive working relationships both within the authority and with key partners and stakeholders.
