To be responsible for the strategic and operational commissioning, providing visible leadership and management with effective strategic and operational performance and financial management ensuring that services commissioned by the Council are delivering desired outcomes and meet all statutory duties and responsibilities.

Responsibility for the provision of advice to Local Planning Authorities and to ensure the highways and transport implications of developments are understood and securing appropriate measures to ensure the impacts of development and growth are mitigated within policy under the councils duties and responsibilities as Highway Authority.

ESSENTIAL REQUIREMENTS:
• Chartered Civil Engineer or equivalent OR demonstrable equivalent work experience in Highways Development Management.
• Experience of managing a service in line with defined frameworks for performance management achieving targets and goals.
• Managing budgets.
• Excellent communication skills.
• Ability to build powerful relationships, including with stakeholders to deliver outputs and outcomes.
• Knowledge of relevant legislation and policy frameworks relevant to working in local government and highways development management.
• Ability to lead and deliver collective high performance.
• Customer focused approach.
