Full Time Post

We are seeking to recruit someone to lead a small team, being responsible for all day to day issues covering highway development and highway adoption.
The City has a number of major development sites that will give rise to significant changes in travel demand and traffic patterns. These range from extant permissions, those under construction and others that will follow the planning process – the post holder is required to take a lead role in assessing the implications and influencing the outcomes. The nature of our highway network coupled with the geography of the city, mean that a high level of creativity and innovation is essential. This also applies to the internal layout of developments, where we seek to apply best practise, flexibility and new ideas, with the objective of achieving great places to live, work and play.

The main purposes of the job are:
• Consideration of the accessibility, transport and highway implications of major developments and provision of the Highway Authority position on such.
• Provision of detailed advice and recommendations to senior management, Members and Committees.
• Successful negotiation to secure changes/improvement to the highway network in addition with financial contributions, to mitigate the impacts of development.
• Promotion of the Council transport policies with a particular emphasis on sustainable travel.
• Lead, guide and support the team.
• Ensure that the layout, design and specification of developments is of a high quality.

Candidates shall have the following knowledge and skills.
• Qualified to degree or similar in a transportation/ relevant highway field
• Experience of managing professional/ technical officers
• A thorough understanding of highway development and adoption legislation and procedures in a local authority environment
• Ability to interpret, use and apply the relevant computer software applications used in determining the transport impacts of developments
• Be self motivated with excellent interpersonal and leadership skills
