We are looking for a Transport Scheme Development Manager to work within the Transport Policy and Planning Team. The post holder will be responsible for maintaining a pipeline of transport schemes and developing them through to the implementation stage in support of the Council’s land use and transport planning strategies. The role will include the identification and submission of funding applications, and working with a wide range of stakeholders through the various stages of scheme development.

Key Duties
- Manage the identification of transport schemes to support the Council’s Mobility Strategy, including public transport schemes, walking and cycling schemes, highways schemes and technological initiatives.
- Manage the preparation of business cases to support scheme development.
- Manage the development of transport schemes in line with defined priorities, ensuring that a portfolio of shovel-ready schemes are in place to exploit funding opportunities as they arise.
- Proactively identify funding opportunities that will help secure investment into transport infrastructure in Milton Keynes.
- Manage the process for transport scheme prioritisation within the council, reviewing all schemes periodically against the council’s assessment criteria.
- Work with the Transport and Highways Programme Manager to ensure resources are in place to successfully develop a portfolio of schemes and report progress to the Council’s Transport Infrastructure Board.
- Report on the development of projects and programmes as necessary through agreed governance arrangements in line with the Council procedures.

Experience, Qualifications and any Mandatory Requirements
- Substantial experience of working in transport policy and planning roles.
- Experience interpreting complex data to develop suitable infrastructure schemes.
- Experience managing, supervising and coordinating outputs from internal staff and external consultants.
- Experience in procuring and overseeing consultancy support.
- Degree or equivalent in a related subject.

Skills Required
- Ability to write reports on complex strategic issues and the ability to present them to a range of audiences, from the general public to fellow transport practitioners.
- Knowledge of development control processes and Local Authority governance arrangements and processes.
- Ability to interpret outputs from transport models.
- Methodical and well organised with the ability to produce quality work.
- Ability to build strong partnerships with a range of partners and external stakeholders.
- Project Management, budget monitoring and control skills.
- Proficient IT skills in the use of Word, Excel, Project and PowerPoint.
