The Combined Authority is looking for two Modelling and Economic Appraisal Analysts to join the Research and Intelligence division.

The two roles will be:
• Responsible for the quantification of the economic benefits of all transport, housing, skills and regeneration projects progressing the LCR Assurance Framework managing an “Intelligent Client” service to internal and external project managers and project sponsors.
• Responsible for providing analytical quality assurance of the robustness of the modelling and appraisal work underpinning economic case elements conforming to the Combined Authority’s Assurance Framework, government guidance and industry best practice.
• Responsible for delivering the UDM (Urban Dynamic Model) modelling outputs required to support the strategic case elements of all transport projects progressing through the Assurance Framework pipeline.

Key day to day duties will include:
• Working across the organisation and externally to develop modelling and appraisal approaches used to support the development of appraisal specification robust economic cases.
• Develop and maintain key modelling and appraisal tools and manage them in compliance of the Combined Authority’s Assurance Framework and other key guidance sources, ensuring all aspects of regional, strategic and local modelling and appraisal capability are maintained.
• Ensuring that work undertaken meets the quality thresholds set out and agreed in the appraisal specification.
• Responsible for the development, specification, application and maintenance of the Urban Dynamic Model (UDM).
• Validate all elements of Leeds City Region’s Assurance Framework modelling requirements by:
• developing robust modelling and appraisal specification
• auditing models to ensure the models are fit for purpose and in compliance with guidance and best practice
• auditing inputs and outputs of appraisal tools
• ensuring Value for Money assessment is in compliance of prevailing guidance and
• Provide 'Analytical Assurance' for modelling and appraisal work undertaken by sponsors to certify the robustness and accuracy of the Economic Case
• Participate in the peer review process providing advice and guidance to scheme promoters.

About you

You will be educated to at least degree level in Economics, Transport Planning, Civil Engineering or a numerical discipline such as mathematics. You will already be successfully performing in a similar role. You will have sound experience of transport modelling and appraisal techniques with good working knowledge of business case development including Economic Case and Value for Money assessments. You will have sound knowledge of Green book, WegTAG, DMRB, MHCLG’s Appraisal Framework and other relevant modelling and appraisal guidance.

You will have experience of managing and overseeing the specification, development, operation and maintenance of complex Multi-Modal Transport Models. Particularly experience of modelling suites such as SATURN, VISUM, CUBE Voyager, microsimulation software (Aimsun, VISSIM etc), Junctions 9 suite, TUBA, COBALT, QUADRO and some experience of rail modelling and appraisal will be important. Experience of Land Use Transport Interaction (LUTI) modelling will be of particular advantage. You will also have experience in the development of models and appraisal tools (e.g. using spreadsheets, VBA, macros etc) to be used in non-transport economic investments such as skills, business growth, regeneration etc.

You will be able to describe complex modelling, economic and appraisal issues and outputs in written briefing material and detailed assurance framework business case documentation, responsible for validating and signing-off of VfM statements for Project Appraisal Team.

You will have strong negotiation skills. You will have experience of working effectively within a team and with a diverse group of people such as policy makers, local authorities, consultancies working on modelling and appraisal workstreams, and project and programme managers focused on delivery. You will also have experience of successfully identifying appropriate communication channels to deliver information. You will have experience of effectively contributing to team objectives and organisational vision.
