Hackney Council is looking for a senior manager with extensive public sector experience. As Head of Parking and Markets you will have a key role in supporting businesses, residents and visitors to our borough.

Hackney has the lowest car ownership in the country, but with a growing population and more visitors than ever before, there is increasing pressure on our streets. Air quality is high on our agenda and we are working hard to reduce the reliance on cars. Sustainability principles are at the heart of our parking policies, and in this role, you will play an important part in making Hackney cleaner, safer and greener.

You will also be responsible for the successful management of one of London’s most exciting market portfolios. From the vibrancy of Dalston’s famous Ridley Road, to the foodie destination of Broadway Market, Hackney’s markets have something to offer everyone. Our markets form the heart of our communities, provide a business opportunity for budding entrepreneurs, as well as being an attractive visitor destination.

Parking is often a contentious issue. This role requires the political sensitivity to balance competing demands and manage expectations. You will need to able to influence at all levels, bringing the gravitas to work with partners and members as well as the diplomacy to engage our communities.

We are looking for someone with a shrewd commercial acumen who can realise the potential of this work. Unlike other boroughs, we run our Markets on a neutral budget. We know our approach is innovative, but our aim now is to run the most successful service in London. We want our streets to be cleaner, safer and greener and our markets to help deliver our overall priority of making Hackney a place for everyone.
Day to day you will lead a team that ensures our parking controls are effective and efficient. You will continue our CPZ rollout and review as well as our extensive on-street infrastructure. You will also be the lead for our markets, putting in place plans to help develop them further as well as managing everyday operational issues.

You should bring experience at a senior level running parking or a markets service. You will be responsible for delivering business outcomes through effective leadership, so we will want you to demonstrate your track record for outstanding results. This role needs an analytic mind, solid project management skills and the ability to make strategic decisions.
