The Office of Road & Rail (ORR) protects the interests of rail and road users. We improve the safety, value and performance of railways and roads, today and into the future. As Head of Charges & Incentives, you will play central role in the next Periodic Review of Network Rail – and help to improve the way train operators use the rail network.

About the role

ORR is soon to conduct the next Periodic Review of Network Rail. An expert Economist, you will lead a six-strong multi-disciplinary team. Together, you’ll design the charges that train operators pay and the incentives that are offered. It’s an exciting, high-profile role where you can really make a difference. It’s your chance to develop new ways of regulating Network Rail and to come up with new means of encouraging operators to work towards efficiency. The key is extensive engagement with all the parties involved. You’ll deal with operators, passenger representatives and the Government too. You’ll explain issues and decisions clearly, along with the economic analysis behind our work.

While your main task will be the Charges and Incentives project, you’ll also provide sound economic advice and be an ambassador for ORR. The Economics team works on a broad range of policy issues and you’ll have the chance to contribute to a variety of projects. 

About you

Keen to lead a small, dynamic team, you will be a skilled Economist with a relevant degree (or equivalent). You have led policy development within economic regulation before and can apply analysis to complex policy issues. Any experience in price control or incentive regulation would definitely be an advantage. Your technical expertise should come with proven leadership skills and a gift for communication. It’s vital that you can write and present clearly and persuasively. We’re also looking for the ability to deliver projects and build strong, high-level relationships. If you enjoy working on varied regulatory issues with significant stakeholder engagement, this could be your ideal role.
