About the Role
Are you looking to Project Manage Highway, Transport and Town centre Regeneration Projects?

Surrey County Council is seeking to appoint a Transport Strategy Project Manager to undertake project/programme management of a range of County and Mole Valley District Council schemes.

This is a permanent post within the County Council’s Transport Policy Team which leads the Council thinking on transport policies and major projects. In addition you would be seconded for part of your time (for at least a 2 year period with potential to extend the secondment) to work with Mole Valley District Council to enable a joined up approach to delivering key projects for both authorities, including Transform Leatherhead, an ambitious plan to revitalise the town-centre through a multi-million pound programme of strategically important projects. As Project/Programme Manager you will be working with colleagues from within the county and district councils, other private sector organisations, commissioned consultants, Highways England and Rail and Bus operators to deliver successful bids for major highway and transport schemes and develop them to a point where detailed design and construction can be passed to the county’s delivery team.

In respect of the work for Mole Valley District Council, you will manage the delivery of the transport-related initiatives for Transform Leatherhead.

You will work with a range of stakeholders including senior managers, Members, developers and infrastructure providers to coordinate and deliver projects and lead on the design, organising and attending public consultation / exhibitions to seek stakeholder consensus on projects and transport policy and strategy. To ensure that stakeholders are properly engaged in the process, the post will involve travelling and attending evening committee and other stakeholder meetings.

The post holder will be a highway and transport engineer and /or transport planner with experience of managing regeneration and place programmes and projects and will act as project / programme manager for one or more schemes to manage the diverse activities that contribute to the successful delivery of major projects of this nature.

The applicant would need to hold or be actively working toward a professional qualification, with membership of a suitable professional body i.e. the RTPI, ICE, CIHT, IHE or TPS e.g. joining at IEng, TPP or equivalent level.

To be shortlisted for interview your application and personal statement must clearly evidence the following as a minimum requirement;
• Degree/ HNC or equivalent, or substantial relevant experience in a relevant subject.
• Excellent understanding of highway, transport and town centre regeneration principles and practices.
• Proven ability to apply project management principles and techniques to a wide range of complex projects or programmes including financial management of projects / programmes.
• Substantial practical or professional experience and understanding of this specialist area and proven problem solving skills with the capacity to devise and implement innovative solutions
• Proven ability to establish and maintain highly effective working relationships with a range of stakeholders.
• Comprehensive knowledge of computerised business systems.
• Proven written and oral communication with the ability to influence and work in collaboration with others.
