We’re looking for a dynamic, innovative, solution-focussed professional transport planner with experience of progressing transport studies and schemes in areas with significant planned growth. Working within our planning policy team you will be focusing initially in taking forward a number of transport studies and evidence which will support planning policy development.  If you are committed to high quality customer service and ready for an exciting new challenge, this could be the role for you.

The successful applicant for this role will join the councils at an exciting time to contribute to the work of the planning policy team.  Building off an adopted Local Plan Part 1 for the Vale of White Horse, and an emerging South Oxfordshire Local Plan and Vale of White Horse Local Plan Part 2.  the immediate focus will be to help drive forward the progress of transport studies relevant to supporting delivery of housing and economic growth. In particular, there is a need to support development of transport policies and evidence relevant to the emerging local plans and their proposed strategic sites, as well as delivering transport studies relevant to key growth areas such as Didcot Garden Town.

The role will also require forging strong relationships with major transport partners, particularly Oxfordshire County Council and public transport providers, to ensure funding can be secured to help progress and deliver key transport infrastructure to support economic growth.

Main duties and responsibilities

General

To support the head of service and service manager by:

Providing input into the creation and deployment of service plans

Understanding and contributing to budget planning, management and expenditure (overseeing and controlling the budget for your team, as required)

Maintaining an awareness and understanding of new legislation and/or best practice, relevant to your team, interpreting the resulting implications and developing appropriate policies, procedures and practice to ensure that both councils comply with their statutory obligations, as well as to secure performance improvement and increased customer satisfaction

Both informing and writing papers for cabinet, council, committees etc.

Contributing to the achievement of both councils’ overall objectives by aligning the team to identified priorities

Promoting a positive image of both councils

Line Management

To ensure strong and robust line management of the team through:

Yhe day-to-day supervision of employees within your team, including the management of annual leave, annualised hours, sickness and expenses claims

Leading by example in modelling the conduct, behaviour and values expected of the councils’ employees and establish a working environment within your team in which individuals can excel

With support from the service manager, participating in the appointment and development of officers within your team

Undertaking and recording performance reviews according to HR policy and procedure

Identifying training and development needs in discussion with the staff within your teams and to encourage participation in any training and development activities

Supporting HR processes, as requested or required

Taking initiative for solving issues and problems

To cover the duties of the service manager, if required i.e. when the service manager is unavailable through sickness, annual leave or has conflicting appointments

Ensuring the councils’ policies and procedures are deployed correctly within your team, notably health & safety and GDPR

Ensuring that diversity and equality are respected and embedded within your team

Ensuring that consideration and appropriate action is taken in regards to the welfare and wellbeing of employees within your team

Representing either council equally and without bias to all outside bodies

Undertaking all such duties and responsibilities determined by the head of service or service manager that is commensurate with the nature of the post

Specific to this service

Carrying out, and where relevant leading with production of planning policy documents and other relevant project documents such as funding bid documents in an efficient and effective manner and in accordance with local requirements, national planning policies and regulations, and best practice

To oversee the review of infrastructure monitoring and planning monitoring and reporting systems as necessary

To oversee the monitoring and administration of Section 106 and Community Infrastructure Levy

Writing briefs, appointing consultants and managing contracts for specialist work and projects, ensuring they are cost effective and of an agreed quality

Carrying out and overseeing research into transport planning and other infrastructure matters as part of the preparation of planning policy documents

Pro-actively manage complex and cross-organisational transport studies and projects

Preparing and presenting evidence supporting the Council’s case at hearings and inquiries and act as an expert witness

Lead on project management and technical input into scheme feasibility, initial costing and other assessments to determine priorities and provide an initial assessment of scheme or process costs/benefits

Assisting with ensuring that the transport infrastructure requirements of key external stakeholders are taken into account by the team in preparing policy documents

Work closely with stakeholders, local Members and other organisations on scheme and process development and consultation, including provision of timely information in theappropriate form

Carrying out and overseeing proactive consultations on transport studies and scheme development, and assisting with consultations on local development plan(s) and other planning policy documents including attendance at exhibitions and meetings and ensuring a customer focused approach is undertaken (including evening meetings when requested)

Inputting to pre-application discussions, contributing to the processing of applications, particularly in relation to transport and other infrastructure matters to ensure high quality outcomes are achieved

Input to other specific projects within the service, including attending and contributing to public meetings, exhibitions and workshops and such other duties as may be required from time to time

Ensuring high quality standards and consistency in the provision of professional advice (including reports) at all times, and in particular to council committees, and in the provision of training on planning policy and development matters to the public, councillors and other professionals

The duties may vary from time to time without changing the nature of the post or the level of responsibility and the post holder may also be required to carry out any other duties appropriate to the grading of the post.
