Role                            Monitoring and Development Officer
Starting Salary:         £25,562 - £26,585 dependent on experience
Terms:                        Full-time, permanent
Hours:                         37.5 hours per week

Cycling Scotland’s vision is a sustainable, inclusive and healthy Scotland where anyone, anywhere can enjoy all the benefits of cycling.  We are recruiting a Monitoring and Development Officer to lead on the management, analysis and development of data relating to everyday cycling and active travel in Scotland. The Monitoring and Development Officer will also be required to liaise with Cycling Scotland colleagues and other delivery partners (including local authorities, regional transport partnerships and active travel stakeholders) in order to gather  and share data and to create and provide guidance and analysis to support evidence-based decision making.

Key responsibilities:  

  1. Manage, maintain and develop current monitoring and development projects, including the National Monitoring Framework, Cycling Potential Tool and new Open Data Portal.
  2. Liaise and work with partners and stakeholders to gather and share data, supporting delivery of cycling projects and programmes, including through the CAPS Sub-Group on Monitoring and other new networks
  3. Produce mapping (GIS) of data and information relating to cycling in Scotland, especially through the Cycling Potential Tool
  4. Work with partners to provide guidance on monitoring, reporting and sharing of data for cycling projects and programmes in Scotland, including through the Active Travel Open Data Portal
  5. Assist collection and analysis of data relating to cycling in Scotland to support evidence-based delivery for Cycling Scotland projects and support other delivery partners as required.
  6. Manage the roll-out of the National Monitoring Framework of cycle counters with Local Authorities, Regional Transport Partnerships and other active travel partners.
  7. Manage internal and external resources/agencies, including the appointment and management of consultants and contractors, to ensure projects are delivered to cost, time and quality requirements
  8. Support the Communications Team to use evidence to promote Cycling Scotland’s vision, including for the Annual Cycling Monitoring Report
  9. Assist in implementing methodologies for evaluation of Cycling Scotland and other active travel projects and programmes
  10. Deal with enquiries in a competent and professional manner and within timescales set by the organisation
  11. Any other duties considered relevant to the post

Relevant Experience

Educated to degree level or equivalent through work experience.

Knowledge and experience of working with – or within – government bodies (e.g., local government, etc.)

Knowledge and experience of developing, managing and delivering projects to deliver outputs and achieve successful outcomes

Working knowledge of active and sustainable travel

Experience of managing, maintaining, analysing and working with databases, spreadsheets or other large sources of data

 

Special Knowledge & Skills

Good reporting skills, ability to compose evidence-based reports for and present to a wide range of audiences.

Experience of cycle counter project management

Geographical Information System (GIS) and mapping skills and experience. Experience and skills in common GIS packages, preferably ArcGIS

Project management experience and/or qualification in project management.

Ability to manage sub-contractors, consultants and agencies.

Awareness of health, social and economic inequalities

Ability and expertise with common office software packages

Ability and experience of specialist data analysis software.

Excellent interpersonal, written and oral communication skills with good attention to detail
