Who we are:
As the Sub-National Transport Body (STB) for the Midlands, Midlands Connect are developing a regional plan which aims to boost economic growth whilst at the same time reducing transport’s part in the climate emergency and having a positive impact on quality of life for our citizens. In order to be successful our team will have to ensure that we fully understand aspects such as: the economy, housing, social policy and the impacts of climate change.

About the team:
You will be a key part of the ‘Technical Team’ within Midlands Connect. This team is charged with the development of our refreshed strategy and finding ways to accelerate the major transport infrastructure requirements of the region; aiming to meet regional objectives around economic growth, decarbonisation and social equality. The team consists of transport planners, economists, technology experts and policy makers. You will work across much of the team, helping to deliver projects which will range from research, corridor studies and scheme specific business cases. You will be working closely with the Chief Technical Officer and the Head of Rail to lead and steer the agenda for whole Technical Team and shape our annual work programmes. You will also work with senior staff from across the Midlands Connect partnership, including local authorities, the Department for Transport, Highways England and Network Rail.

Who we need:
You will have demonstrable experience in developing strategies and plans which underpin the identified need for transport interventions. In particular, you should be able to demonstrate experience of applying techniques to draw many strands of technical work together to achieve consensus with Stakeholders on a set of coherent priorities.

In addition, we need experience in developing business bases for large-scale infrastructure projects, preferably with excellent knowledge of DfT’s WebTAG, Highways England’s Project Control Framework (PCF) and to a lesser degree Network Rail’s Governance for Rail Infrastructure Projects (GRIP) decision making processes.

The role will require experience of project management/technical leadership to take on the overall responsibility (albeit supported by programme managers) for commissioning studies, preparing business cases and undertaking research.

The role will also require an understanding of how political decision making can influence decision making and account for this in the way in which Midlands Connect prioritises our asks to central Government.

This is a remote working opportunity until a date is agreed for the Midlands Connect team to return to our usual place of work at Baskerville House, Centenary Square, Birmingham. Although Midlands Connect is based in Birmingham, the way we have all worked remotely over the past few months has shown us how we can make that work. We are therefore open to discussions regarding the balance between working from home and out of the office when we do return.

Our priority is to keep all our employees safe and well during this time. We will be working remotely for the foreseeable future, and we are doing everything we can to ensure all our employees can enjoy a comfortable remote working space.
