The role of appraisal and analysis while remaining an essential component of creating effective plans to enact strategy, is simultaneously evolving rapidly. TfGM oversees transport in Greater Manchester, delivering and improving transport services, facilities and information to make travel easier for everyone. We deliver high-profile, large-scale transport projects, and it’s our experts who provide the evidence and analysis to help operationalise transport strategy and demonstrate value for public money. This is a busy and exciting time for us: under the devolution agreement and with Greater Manchester at the heart of the Northern Powerhouse, transport will play a vital role in supporting growth and prosperity in the UK’s largest regional economy outside London.

We are seeking an Appraisal Team Leader to join our Modelling and Analysis department, to lead and develop a team undertaking strategy, programme and project assessments across areas such as public transport patronage and revenue forecasting; value for money economic appraisal for both major and minor projects and programmes, social, environment and economic impact analysis; and fares policy analysis. You will have direct responsibility for working with diverse internal and external stakeholders to understand SMART project and programme objectives, and then agree proportionate approaches to analysis and the specification of appraisal activities that reflect those objectives. You will be responsible for delivering an agreed programme of appraisal and analysis work by deploying your extensive skills and experience to mentor, guide, support and lead your team by example; ultimately taking full responsibility for, and indeed championing, the work of your team to ensure it is used to the greatest effect.

You will be a strategic thinker with an awareness of modelling techniques, travel data, appraisal techniques and industry processes, who is able to communicate technical outputs to non-technical audiences. You will also have experience in leading and managing internal teams and external consultants. Most importantly, you will have a strong track record of embracing change and developing/delivering innovation in appraisal and analysis tools and techniques. Finally, your superior people skills will ensure you are able to simultaneously motivate others , whilst effectively communicating and influencing opinions to effect change.
