As a Senior Economist in our Railway Markets & Economics team, you can help us make a real difference to tomorrow’s rail passengers. 

About the role

When rail operators want to run new services, they must submit a track access application. You’ll conduct the economic analysis required for each application. It’s an interesting, high-profile area that could lead to greater competition, increasing the scope for new entrants outside the traditional franchising model. Your work will involve understanding the likely impacts of new services and comparing alternative, competing proposals. For this, you’ll need to use a range of demand forecasting and economic appraisal techniques. Often, you’ll be building on standard approaches and developing ways of applying them to ORR’s decision-making criteria. Expect plenty of engagement with operators, other economists and the Government too.

There will also be the opportunity to provide economic advice that spans our regulatory work, and to tackle projects related to the next Periodic Review. 

About you

Your work will inform high-level decisions taken by ORR. You therefore need to be a degree-qualified Economist (or equivalent) or highly numerate rail analyst.  A firm grasp of demand forecasting (and relevant models) will be absolutely essential, along with knowledge of transport appraisal and the passenger demand forecasting handbook. You’ll also need strong analytical and quantitative skills. And all this should come with a gift for clear communication. With a natural talent for explaining complex matters simply, you’ll be highly articulate both on paper and in person. Project management expertise completes a wide-ranging skillset.
