The Public Transport Team is part of the Public and Integrated Transport service of the county council. The team is responsible for contracted bus service provision and development, information, interchanges and bus stations, concessionary travel and rail developments.

We pride ourselves on delivering the best services we can and we are now looking for an enthusiastic individual to join the team, in a senior role, as Rail Development Manager, following the retirement of the current post holder.

Key Responsibilities of the Rail Development Manager:

- Lead on the development, implementation and monitoring of the County Council’s policies and strategies towards public transport provision with a particular emphasis on developing rail transport.
- Monitor passenger rail service provision within the County. Prepare responses to rail industry, Transport for the North and Department for Transport consultation documents.
- Develop, implement and manage a programme of partnership working with the rail industry for the provision and improvement of public transport services and facilities in Lancashire and ensure that all projects are subject to a clear and concise business case, clear specification and Project Plan. Prepare regular progress reports.
- Represent the county council and NW authorities of Cumbria, Blackpool and Blackburn with Darwen Council at a regional and national level through Transport for the North (TfN). Also through the Association of Community Rail Partnerships, ATCO and other working groups that may be established from time to time.
- Liaise with local Community Rail Partnerships in Lancashire to assist their development.
- Liaise and consult with the rail industry, elected Members, other authorities/stakeholders and the general public. Prepare reports for the county council Cabinet Member.
- Contribute as required to funding bids for improved rail passenger transport services and facilities in Lancashire.
- Provide effective programme and project management for the development of schemes in Lancashire.
- Prepare and undertake Member Briefings when required on rail related matters.
- Work with colleagues in Public and Integrated Transport to ensure rail developments link with wider public and sustainable transport plans and strategies of the county council.
