The System Operator leads on strategic planning and regulatory issues within the company. We shape tomorrow's railway to meet the long term needs of the rail industry, its users, funders and stakeholders by understand what the future requirements of the railway are and planning the long term capability of the network promoting the efficient use of network capacity. We are responsible for producing robust, integrated long term plans, in conjunction with other rail stakeholders. These are translated into proposed interventions to be developed and the output used to engage with potential funders. This is essential for the company to secure funding needed to effectively manage and develop the network.

Brief Description
To support the Client Portfolio team in the delivery of regulation, funding, planning and governance processes relating to the infrastructure enhancements portfolio.

Key Accountabilities:
• Provide analysis and reporting of the investment portfolio, providing reports and insights to senior management on the performance of the enhancements portfolio to support key decision-making processes;
• Liaise with project clients and sponsors to gather required inputs on time to undertake analysis and compile reports for key periodic meetings including IPRM and the joint Portfolio Board with DfT. Compile papers and agenda for these meetings;
• Liaise with internal clients and sponsors to collate and coordinate required information for the Enhancements Delivery Plan updates;
• Support the team in the production of papers for executive portfolio meetings;
• Provide analysis to support the preparation of enhancements information as part of broader Network Rail internal, rail industry and regulatory processes, for example Network Rail business planning and the industry long term strategic planning processes.

Essential
• Good written and verbal communication skills;
• Good organisational skills;
• Good analytical skills;
• Ability to work under pressure and to tight deadlines.

Desirable
• Basic understanding of project and programme management principles and processes (e.g. Change Control);
• Some knowledge and experience of rail industry structure and planning processes;
• Basic understanding of Network Rail project processes including GRIP;
• Experience of project reporting and analysis in relation to physical and financial performance.
