Cambridgeshire County Council is offering exciting opportunities for engineers with highway development management experience to fulfil demanding roles in our busy team dealing with the challenges that an ambitious and wide-ranging growth agenda for the County presents.

About the Service
Place and Economy is at the forefront of making sure Cambridgeshire is open for business. The roles are based within the Infrastructure and Growth Service, which is responsible for leading on the development and delivery of key infrastructure and policy across Cambridgeshire and is therefore pivotal to Cambridgeshire delivering on its long-term infrastructure and transport aspirations.

About the Roles
The roles will require you to work closely with a variety of teams within the County Council, partners including District Councils, developers, elected members and members of the public so in addition to your strong technical and negotiation skills, excellent written and verbal communication skills are important attributes.

Principal HDM Engineer (1 post) – Salary £43,597 - £46,875

You will be responsible for leading and mentoring a team of 8 engineers and inspectors providing professional advice and within Place & Economy, our partner authorities and customers on the highway and traffic implications of development across the County. You will be self-motivated and highly driven, with the ability to communicate effectively, collaborating with a wide range of internal and external stakeholders, partners, local businesses, and communities.

Developments within the County provide a complex range of on-site and off-site transport issues to address, so you will need to demonstrate significant experience in highway related assessment of development proposals in the provision of advice and support to Local Planning Authorities.

You will have a proven track record of negotiation and sound technical knowledge to secure and manage the adoption of new development infrastructure assessment under appropriate legal agreements through joined up service planning, community engagement and the flexible use of resources.

Ideally, applicants will have a degree or equivalent in a transport or Civil Engineering related discipline and/or significant experience of highway development management

Key responsibilities of the post will be to develop, promote and secure the County’s transport objectives through the assessment of development proposals. You will provide impartial advice and support to Local Planning Authorities, negotiate with developers to secure new development infrastructure, and manage the implementation of such infrastructure through the technical and engineering assessment of developer design and construction submissions, secured by appropriate legal highway agreements.

You will have a sound knowledge of the planning system and the associated highway works procedures, with the ability to work with colleagues, stakeholders, partners and the public to take responsibility for a seamless approach to service delivery and to facilitate effective coordination of development related projects on the public highway and responses across teams.

Ideally, applicants will have a degree or equivalent in a transport or Civil Engineering related discipline and/or significant experience of highway development management

HDM Inspector – Salary £27,741- £29, 577 + Discretionary Market Factor Payment

You will be part of a team of Development Management Inspectors working in the Councils Place & Economy Directorate. This is an opportunity to have a significant and important part to play in dealing with the exciting challenges that the growth agenda within Cambridgeshire presents.

Key responsibility of the post will be inspection of all aspects of the highway infrastructure during construction of a residential development or highway improvement scheme necessitated by new development.

In addition to your strong technical skills, you will need to possess initiative and sound technical judgement to facilitate the resolution of engineering issues as they arise on site. Working closely with Development Management Engineers, the Lead Inspector, developers and contractors you will need to be proactive in promoting timely undertaking of works to facilitate adoption of schemes within Agreement timescales.

Ideally you will have BTEC National Certificate Level 3 in Civil Engineering / Construction and/or equivalent knowledge and experience working in a related highway and/or construction discipline.

The salary quoted comprises a Market Factor Payment of £2460 which will be reviewed annually.
