Building upon our European Green Capital status, Bristol seeks to continue its success in investing in sustainable transport infrastructure that has seen cycling double, the delivery of the MetroBus rapid transit network and the forthcoming MetroWest suburban rail programme that will see new stations opened and frequencies increased. Bristol is also home to the Temple Quarter Enterprise Zone, which will see 17,000 new jobs created in new development around Temple Meads Station over the coming years as well as delivering the 12,000 seat Bristol Arena, due for completion in 2018. On top of this is the urgent and pressing requirement to deliver substantial numbers of new homes for Bristol’s people.

The above investment and housing demands are encouraging more and more development over the coming years. This requires the Transport Development Management team to expand to deliver exceptional new places in the City for all who wish to live, work and play here, whilst resisting development proposals that result in poor and unsafe environments.

The Transport Development Management team works in close partnership with planners, developers, architects and engineers from across the planning spectrum to ensure that new development benefits from the high quality transport infrastructure that we expect for those who live, work and play in Bristol.

The role of the team involves: assessing the acceptability of development proposals; quantifying the transport impacts of new development; negotiating with developers and securing transport improvements through the planning process and ensuring that new and existing streets are constructed in accordance with guidelines in such a way that actively encourages sustainable travel whilst minimising future safety and maintenance liabilities. We also work cross-boundary with our partner authorities in the West of England to ensure that future urban extensions deliver effective walking, cycling and public transport linkages to the existing urban area and therefore minimise damage to our environment and the health of our people.

BG13 Development Engineering Co-ordinator, section 278 / 38 works (£36,937 - £39,660):

We require an enthusiastic, motivated and organised highway engineer who can demonstrate significant experience in his or her field. You will be required to co-ordinate a team of three engineers to ensure that all new developments in Bristol deliver high quality environments that avoid future safety and maintenance liabilities.

The successful postholder will be responsible for assessing detailed civil engineering design work, the issuing of technical approval and the on-site supervision of civil engineering works associated with development which include: the creation of new highway to serve development; the delivery of improvements to existing highway following planning approval, and ensuring that the fee income received from development accurately reflects the output of the team. Applicants for this post should be able to demonstrate considerable experience of section 38 and 278 agreements, with private sector experience being of clear advantage.

This role will also require you to oversee the function and upkeep of our Transport Development Management Design Guide, whilst reporting the financial performance of the team in respect of team output, fee income and ensuring we meet our targets.
