Strategy & Programme Manager - Integrated Transport

£33,106 - £40,619 pa (plus £2,000 p/a Market Forces Supplement)

This is an exciting opportunity to work in Hertfordshire’s £100m highways service developing transport policies and strategies, identifying and securing funding and delivering projects to optimise transport’s contribution to economic growth and sustainable development within Hertfordshire.

In addition to the challenge of enabling considerable planned growth over coming years, Hertfordshire already has one of the busiest road networks in the country and alternatives to travel by car are not always consistently available or suitably attractive – something we hope you will help us to change.

To help us tackle these challenges, we are seeking a motivated and enthusiastic team member with strong experience of transport planning and/or related disciplines. You will be working closely with other parts of the Highways Service, the wider County Council, the Districts and Boroughs in the County, Hertfordshire LEP and other stakeholders, helping to ensure a joined up approach is taken and opportunities are maximised, so good interpersonal and negotiating skills are important.

You will act as a transport planning lead specialist for a defined geographical area (e.g. Eastern Herts) and one or more of our modal strategies such as Speed Management, Active Travel or Quality of Life. You will be aware of and help develop best practice and will oversee scheme prioritisation, funding and delivery.

HCC has engaged consultant Opus Arup to provide private sector professional services to sit alongside HCC officers in County Hall and form an innovative, integrated client team, providing the full range of highways services, called the Whole Client Service (WCS), operating under a single HCC badge. With good leadership and management skills you will contribute to the ongoing development of the Highways Service.
