Fleet Manager - Transport Planning

Salary: £33,105 - £36,937 p.a.

Purpose

This role manages the provision of the Council's vehicle fleet and ensures compliance with statutory requirements. It liaises with external companies and internal services over transport needs and traded services, and is responsible for the day to day resolution of operational. 

Supporting the delivery of the Integrated Transport Unit, including Home to School transport, and is the lead for PCC lead for traded fleet management services in order to generate income with external customers.

What is the role?

Reporting into the Transport Planning Team Manager, you will be responsible for:

  • Managing the provision of the council’s vehicle fleet and ensuring compliance with statutory requirements.
  • Managing the administration of vehicles, liaising with external companies and internal services over transport need, and for the day to day resolution of operational problems.
  • Establishing administration and management procedures, revising assisting processes and policies and leading in the delivery of efficiencies and income. 
  • The post holder is responsible for managing staff.
  • Supporting the delivery of the Integrated Transport Unit, including Home to School transport; providing guidance and direction on the integration of service delivery.
  • Assist in the development of further transport policies and requirements.
  • Offer professional advice to transport service users.
  • Meet transport objectives for delivering transport within set expenditure limits.
  • Remain up to date and compliant with all relevant organisational procedures, policies and professional codes of conduct in order to uphold standards of best practice. To keep abreast with best practice in the profession, watching for innovative approaches to transport issues.
  • Establish relationships with elected members and key decision makers, and act as both an influencer to assist in the determination of transport priorities, and a conduit to articulate technical and sensitive decisions to a range of audiences.

Who is the person?

You need to have:

  • Relevant professional transport qualification with post qualification experience.
  • Experience of vehicle management operations to include both legislation and best practice. 
  • Experience of a managerial role, with a transportation background as an advantage. 
  • Able to demonstrate higher level thinking skills, in order to think through issues, make connections and establish solutions which draw on this bigger picture view of transport. Able to make connections between disparate issues, and creatively combine solutions to solve multiple problems. 
  • Communicates verbal messages (which may be complicated or sensitive) clearly, concisely and at a level appropriate to the audience, who may not be specialists in the area. Has the ability to represent the service at highly challenging internal/ external meetings, with integrity and confidence. Demonstrates high levels of verbal communication and reasoning, putting forward persuasive and compelling arguments. 
  • Excellent writing skills including the ability to write clear, basic and appropriate information for reports, articles and briefing papers including technical and Cabinet reports where necessary.
  • Able to work independently and proactively, along with the ability to prioritise. Able to make decisions and think through complex and conflicting issues. Able to manage competing priorities with an awareness of when issues need to be passed on to line managers. 
  • Able to build credible working relationships, build rapport and negotiate with and influence others. Able to develop positive partnership ways of working, with a range of stakeholders.
  • Good analytical skills, as you will be reviewing exiting policy and procedure and offering suggestions for improvement.
  • Well-developed project delivery skills, including skills for coordination, liaison and the ability to plan and monitor project plans in order to achieve projects on time and within budget.
  • A working knowledge of Microsoft applications and good general IT skills.
