The role of Senior Transportation Strategy & Engagement Officer is a vital function within Planning, Transport and Development as it will require making a key contribution in supporting the Transportation Strategy & Engagement Manager in securing multi million pound programmes of work designed specifically to manage congestion and stimulate economic growth.

The postholder primarily has a geographical area responsibility and is required to undertake effective and enhanced communications with internal and external stakeholders within the area.

The postholder will play a key role in working with major infrastructure teams to deliver schemes.

The role will also have responsibility for engaging with senior politicians, district/borough/city councils and key stakeholders with respect to transportation strategy.

The Role:

Operating primarily on a locality basis, and engaging with key strategic stakeholders within an operations management environment, the role is to support the Transportation Strategy & Engagement Manager to devise and co-ordinate land use transportation strategies, by working across the customer operations service, and in collaboration with a wide range of local authority, government agency and private sector organisations. The postholder will make a key contribution to explore funding opportunities, and help devise delivery programmes to provide an effective forward planning service.  Acting in close collaboration with ECC’s Commissioners, the postholder will help assemble policies, initiatives, schemes and measures on primarily, a geographical basis to integrate land use and transportation provision, and on a case by case basis sub commission subsequent design and delivery work, often being responsible for a complete programme of activities.

The role will operate under tight financial constraints and deliver using matrix management principles, ensuring excellence of service across the department, and contribute to change management, concluding ECC’s transformation and ensuring it is configured for continuous improvement.

Manage all resources to ensure that :

  • The objectives and functions of the Strategy and Engagement Group as laid out in the Service Plan are delivered on time and within budget.
  • Services procured from Essex Highways and external providers represent best value.
  • Revenue and capital budgets for which there is indirect responsibility are utilised effectively.

Job Purpose Summary

In summary the purpose of the role is below:

  • Play a key role in producing area based integrated transport strategies
  • Collaboration and partnership work across H&T and District partner authorities government agencies and private sector organisations
  • Support strategic co-ordination of land use and transportation planning activities
  • To pursue funding opportunities
  • Delivering area based delivery programmes
  • On a case by case basis sub commission works and initiatives as directed
  • Ensure appropriate Project and Programme Governance

 

Knowledge, Skills and Experience

 

  • Relevant Degree in a related numerate, social science or humanities subject or appropriate experience.
  • Relevant post graduate qualification in Transport Planning (desirable)
  • Membership of Chartered Institute of Transport, Chartered Institution of Highways and Transportation, Institute of Civil Engineers or other appropriate professional body;
  • A detailed knowledge of transportation planning and of UK transportation policy;
  • Demonstrable experience in the field of transportation and/or planning;
  • Experience in commissioning and managing consultants including project management;
  • Experience in dealing with the transportation implications of major development proposals;
  • Experience with dealing with elected members at formal and informal levels
  • Experience with meeting the public and engaging with stakeholders in a variety of situations and dealing with their concerns;
  • Experience with partnership working including joint working across cross functional area.
