Purpose

This role is the lead for Portsmouth City Council vehicle requirements and the day to day resolution of operational issues. It will support and manage the function of the delivery of the Integrated Transport Unit, including Home to School transport and Adult Social Care transport. 

This position has access to children and vulnerable adults as part of the role which will require a DBS check as part of the recruitment process.

What is the role?

  • Reporting into the Transport Planning Team Manager, you will be responsible for purchasing and leasing new vehicles from vans to minibuses for Portsmouth City Council.

  • Managing the service, maintenance and repairs contract and fuel card contract on behalf of Portsmouth City Council.

  • Managing the administration of vehicles, liaising with external companies and internal services over transport needs, for the day to day resolution of operational problems.

  • Managing the provision of the council’s vehicle fleet and ensuring compliance with statutory requirements, including Portsmouth City Council's corporate hire car service contract.

  • Establishing administration and management procedures, revising assisting processes and policies and leading in the delivery of efficiencies and income.

  • The post holder is responsible for managing staff.

  • Supporting and managing the function of the delivery of the Integrated Transport Unit, including Home to School transport, Adult Social care and the Council's Passenger Assistant service; providing guidance and direction on the integration of service delivery.

  • Assist in the development of further transport policies and requirements.

  • Offer professional advice to transport service users.

  • Meet transport objectives for delivering transport within set expenditure limits.

  • Remain up to date and compliant with all relevant organisational procedures, policies and professional codes of conduct in order to uphold standards of best practice. To keep abreast with best practice in the profession, watching for innovative approaches to transport issues.

  • Establish relationships with elected members and key decision makers, and act as both an influencer to assist in the determination of transport priorities, and a conduit to articulate technical and sensitive decisions to a range of audiences.

 

Who is the person?

You need to have:

  1. Relevant professional transport qualification with post qualification experience.

 

  1. Full clean driving licence with D1 category.

 

  1. Certificate of Professional Competence (CPC) is desired.

 

  1. Experience of Transport management operations to include both legislation and best practice.

 

  1. Experience of a managerial role, with a transportation background is an advantage.

 

  1. Able to demonstrate higher level thinking skills, in order to think through issues, make connections and establish solutions which draw on this bigger picture view of transport. Able to make connections between disparate issues, and creatively combine solutions to solve multiple problems.

 

  1. Communicates verbal messages (which may be complicated or sensitive) clearly, concisely and at a level appropriate to the audience, who may not be specialists in the area. Has the ability to represent the service at highly challenging internal/ external meetings, with integrity and confidence. Demonstrates high levels of verbal communication and reasoning, putting forward persuasive and compelling arguments.

 

  1. Excellent writing skills including the ability to write clear, basic and appropriate information for reports, articles and briefing papers including technical and Cabinet reports where necessary.

 

  1. Able to work independently and proactively, along with the ability to prioritise. Able to make decisions and think through complex and conflicting issues. Able to manage competing priorities with an awareness of when issues need to be passed on to line managers.

 

  1. Able to build credible working relationships, build rapport and negotiate with and influence others. Able to develop positive partnership ways of working, with a range of stakeholders.

 

  1. Good analytical skills, as you will be reviewing exiting policy and procedure and offering suggestions for improvement.

 

  1. Well-developed project delivery skills, including skills for coordination, liaison and the ability to plan and monitor project plans in order to achieve projects on time and within budget.

 

  1. A working knowledge of Microsoft applications and good general IT skills.

 

  1. The ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
