Location: Nationwide – Salary: £58,434 - £67,199 Full Time

The Role: Lead a team of specialists providing transport planning standards, advice and assurance for projects in Highways England. This includes setting direction and strategy for traffic appraisal, working closely with Network Planning and the Major Projects directorate during the strategic study, planning and design stage of major enhancement schemes and supporting the development and delivery of smaller schemes.

Day to Day: Set direction for transport planning capacity and capability in Highways England.

This includes: Responsibility for the professional development and recruitment of transport planners; and Sponsorship of the development of required analytical tools and models. • Develop standards and guidance for transport planning and traffic appraisal in Highways England, such as the analytical assurance framework and technical traffic appraisal guidance. • Lead research projects and engage with wider transport research community to develop and extend the evidence underpinning traffic appraisal. Where required refresh standards and guidance based on findings. • Provide expert ‘business partner’ transport planning advice to project teams to ensure good practice and fit for purpose analysis. Advise on, and sign off, the specification of analytical requirements for the next stage of a project’s analysis to ensure that planned analysis is tailored to specific cities of the scheme. • Develop and maintain relationships and partnerships with stakeholders and local authorities to ensure appropriate information transfer. • Work in concert with the Highways England Performance Analysis and Modelling group to refine Highways England’s Regional traffic models and sponsor the development of future models.

About you: Master qualification in Transport Modelling or equivalent experience.• Significant expertise in transport modelling and transport appraisal. • In depth knowledge of transport appraisal guidance. • Understanding of the best practice in developing appraisal guidance and traffic models. • Proven leadership and management experience.
