We are looking for a Fleet & Community Transport (CT) Manager to work within the Transport service. The post holder will manage the Transport Fleet and CT operations, in liaison with a wide range of service users and internal customers. This is an exciting opportunity to work with a dedicated team of drivers and support staff to deliver an excellent service on behalf of Milton Keynes residents. The post-holder will also contribute to the development of the Council's Community Transport and Demand Transport Responsive Transport strategies, working with external partners to implement long-term solutions which meet the needs of a growing and diverse population.

Key Duties
The post holder will:
• Set out a clear vision for Transport Fleet and CT through effective and sustained engagement with staff and service users.
• Hold and utilise the Operators Licence for Milton Keynes Council, ensuring full compliance with all relevant Department of Transport legislation.
• Manage the daily operations of the Transport Fleet, CT service and Fleet Monitoring System and other specified contracts in line with the Council’s service plan objectives and financial savings/income targets.
• Proactively manage the staff engaged in these operations, monitoring performance, providing excellent leadership and guidance in accordance with the Council’s values and behaviours, enabling staff training & development to maximise the team’s effectiveness.
• Develop the CT Service and its alignment with strategic local, regional and national priorities, collaborating across the Council and beyond to improve service provision.
• Act as the recognised and trusted Milton Keynes Council expert on all Fleet related issues, promoting effective communication with delivery teams, other areas of the Council, Councillors, customers and external stakeholders.

Experience, Qualifications and any Mandatory Requirements
• Specialised knowledge and experience of Fleet and CT operations.
• Understands good practice as it applies to Community Transport and the needs of Council service users.
• Experience in managing the implementation and maintenance of quality systems within a Health & Safety environment.
• Certificate of Professional Competence (Transport) or demonstrable ability to attain.
• Good basic education, 5 GCSEs (A-C) Grade including Maths and English or equivalent.

Skills Required
• Strong people skills, including leading and coaching teams, and managing political sensitivities within a high profile service area.
• Ability to plan, prioritise and organise service provision within a broad organisational, procurement and legislative framework, and through periods of change.
• Possesses good IT skills, and the ability to use and analyse complex data to drive up performance standards and to minimise risks.
• Capable of preparing timely, accurate and detailed report/business case recommendations for internal officer and political approval.
• Flexible and adaptable - resolves problems effectively and efficiently, in response to competing demands on limited resources.
• Ability to build strong partnerships with a range of partners and stakeholders, negotiating effectively to achieve agreed objectives.
