Your new role
The Senior Network Planning Manager plays a key role in shaping the regional planning agenda and influencing transport strategy at both a regional level and nationally. You will work collaboratively to ensure that strategy and planning activities are understood and aligned and that the Network Planning Division’s national functions take full account of local customer and asset need.

The role has the flexibility to work part time or full time, although it should be noted there will be some travel associated with the position.

What you’ll be leading on
• Establish effective mechanisms for liaison and ensure that appropriate governance and forums are in place.
• Maintain a good awareness of the work of the Network Planning Division and proactively share information that is pertinent to the relevant Planning Teams in the Operations Directorate.
• Develop a regional strategy and associated narrative and ensure that this perspective is considered within the national work of the Division.
• Oversee the regional programme of work being undertaken in partnership with the Subnational Transport Body (Transport for the North) and to manage specific pieces of work, including the procurement and management of technical consultancy support as appropriate.
• Take responsibility for one or more areas of policy development within the Network Planning Division in the fields of network strategy, spatial planning or economic development, providing leadership to a particular issue.

To be successful
• Demonstrable experience of a strong capability to operate strategically at national and sub-national level in strategic development or related environment.
• Knowledge of the role infrastructure plays at all levels in facilitating economic development and the role of Subnational Transport Bodies
• Experience of working successfully in a Programme or Project Management environment
• Evidence of strong stakeholder management and influencing skills and the confidence to challenge others, including senior colleagues, where necessary
• Experience of transport planning

The Network Planning Division’s main purpose is to ensure a holistic approach to the future planning and development of the Strategic Road Network. The Division develops and maintains the company’s strategic vision, leads and commissions a series of strategic studies and route strategies, develops HE’s approach to economic growth and spatial planning, sponsors future major schemes and manages Highways England’s response to major UK infrastructure projects.
