The Role:
This is an exciting opportunity to play a key role in supporting the delivery of transport interventions that will help to provide better outcomes for the residents and businesses of Hampshire. Hampshire County Council’s Economy, Transport & Environment department, based in the historic City of Winchester, has a strong reputation in delivering new infrastructure for the county, including new roads and road improvements, flood defences and bridge structures. We are also highly successful in securing external funding to support the significant growth of our £300 million capital infrastructure programme.

We are currently looking to recruit a skilled, enthusiastic and self-motivated Senior Transport Planner to join our transport planning team.

This opportunity is advertised as full-time; however, we are also happy to consider applications from people wanting to work on a part-time basis and/or wanting to work flexibly.

What You Will Be Doing:
You will be managing the transport planning function for some of the districts within Hampshire. This will involve you client managing a range of transport planning schemes from inception up to detailed design. You will liaise closely with other internal departments as well as building strong relationships with the local planning authorities. At the core of your responsibilities will be the day to day correspondence from a range of different sources as well as financial and budget management of the schemes you will be client for. Preparing strong robust business cases is also a key part of the role. In addition, you will be supporting our delivery teams to progress infrastructure programmes up to £100 million, including multi-scheme projects and projects with multiple funding sources - helping ensure the schemes are delivered on time and in budget.
There is a significant relationship-management aspect to the role that is needed to manage an effective programme. You will be working closely with internal stakeholders as well as external partners and updating senior leaders on progress both verbally and in formal reports. Political awareness and the ability to communicate on all levels is a key requirement for the role.

About You:
We are looking for a Senior Transport Planner who can bring their experience to support Hampshire County Council’s transport planning function. If not already a project manager, you will have had experience supporting or leading on aspects of large projects or programmes, including project governance and information management. You will understand the importance of being collaborative and relationship-focused in managing successful programmes, with well-developed interpersonal skills enabling you to build effective relationships with colleagues at all levels.
You will also take a pragmatic approach to your work, realising the importance of creating clear and relevant project plans and reports, but be adaptable and recognise that these plans are dynamic and likely to need tailoring throughout the lifetime of the programmes. You won’t sit and wait to be told about these changes though, you will proactively engage with colleagues planning and delivering the programmes and be integral to decisions made on the project.
You will also need to demonstrate an ability to provide senior leaders with confidence and assurance that programmes are on track to meet the time, cost and quality criteria.
All schemes within our programmes are bespoke and have their own challenges, therefore you will need to be the type of person who proactively rises to these challenges and can develop innovative solutions that satisfy both the programme, stakeholders and the regulations that local authorities work to.
This role offers a great opportunity to contribute to the delivery of a range of infrastructure and commercial programmes, using a commercial sector approach to a public sector brief. Experience of working in local government and/or the wider public sector service economy is not essential, as private sector experience will enable us to look at our challenges from another perspective.

Essential Qualifications, Knowledge, Skills and Experience:
Knowledge of transport planning, implementation, highway engineering and planning policy.
Educated to degree level (or equivalent) in a relevant subject or with equivalent experience in transport.
Transport experience at an appropriate level.
Management skills and abilities.
Project and client management and technical skills.
Effective communication skills including experience of giving presentations.
Effective and proven team player with supervisory skills.
Good political awareness and sensitivity.
Understanding of corporate policies and strategies.
Knowledge of the legislative and regulative context.
Good level of inter-personal skills.
Desirable Qualifications, Knowledge, Skills and Experience:
Membership of relevant professional institution (e.g. chartered planner, engineer or incorporated engineer/project management qualification).
Project, programme, budget management and technical skills.
Knowledge of relevant legislative and regulatory context and political awareness and sensitivity, understanding of corporate policies.
Experience of Government Agencies/LEPs.

Working Conditions:
Display Screen Equipment: Desktop PC and Laptop.
Work Environment: Lone working and outdoor work.
Personal Protective Equipment: Head, eyes, body, feet and hands (Hard hat, reflective clothing, safety boots, gloves, ear defenders and safety glasses).
Driving HCC pool vehicle and own vehicle for work purposes (ability to meet the travel requirements of the role).
COSHH (Control of Substances Hazardous to Health): Soil – possible contact with contaminated soil/ water e.g. during site inspections/site work.
