Salary: £32,886 - £39,763 per annum

Transport for the North (TfN) is England’s first Sub-national Transport Body. We were formed to transform the transport system across the North of England, providing the infrastructure needed to drive economic growth.

We bring together the North’s twenty local transport authorities and business leaders together with Network Rail, Highways England, and HS2 Ltd and working with Central Government. We enable the North to speak with one voice on the transport infrastructure investment needed to drive transformational growth and rebalance the UK economy.

Our role is to add strategic value by ensuring that funding and strategy decisions about transport in the North are informed by local knowledge and requirements. This fits with the devolution agenda and we draw powers down from central government rather than up from local government.

TfN is looking to recruit the following role:

The Policy, Strategy, Economics and Research team at Transport for the North (TfN) is responsible for the development of policy, strategy, research and evidence underpinning TfN’s Strategic Transport Plan (STP) and a range of transformational transport schemes. The team also leads on developing and implementing a consistent approach to monitoring and evaluation across TfN to ensure that a cycle of evidence-based policy making is embedded across all TfN’s activities.
As a Monitoring and Evaluation Officer in the Policy, Strategy, Economics and Research team, you will lead on implementing TfN’s Monitoring and Evaluation (M&E) Strategy. This will involve testing and implementing TfN’s emerging Monitoring and Evaluation Framework, which comprises a set of indicators and data sources intended to measure progress towards achieving the objectives of the STP. Alongside this, you will manage the use of benefit management software to track and report performance for M&E Framework indicators, and demonstrate how TfN’s diverse range of programmes and projects contribute to the achievement of STP objectives.
 
What we’re looking for:

The successful candidate will develop, implement and maintain TfN’s approach to monitoring and evaluation. They will also support the wider research activity of the Policy, Strategy, Economics and Research team. You will have a strong background in quantitative and qualitative research and analysis, and knowledge and experience of monitoring and evaluation. You will be capable of delivering in-house analysis on a range of economic, environmental and social themes, and commissioning external consultancy support where required. Experience of delivering monitoring and evaluation in the transport sector is desirable, but not essential.

Alongside your skills and experience in research, monitoring and evaluation, you will have strong communication skills and the ability to build effective relationships with colleagues and external stakeholders. You will be confident in using these skills to ensure collaboration, consistency, and the implementation of best practice in the approach to monitoring and evaluation across TfN.

Candidates must possess a degree in a relevant subject or have equivalent experience.
