Following adoption of our Joint Local Plan and fresh from our success in winning the RTPI Jubilee Cup for an unprecedented second time, these are exciting times within the City of Plymouth with the Council having embarked on an ambitious journey for the delivery of a considerable amount of new growth and infrastructure.

 

The Council’s Transport Planning Team is part of the Strategic Planning and Infrastructure Department and plays a critical role in the delivery of the major housing and employment development outlined within our joint adopted plan along with supporting transport infrastructure.

As a result of the level of inward investment from the private sector we are looking for an experienced Transport Planning Officer to join our small yet dynamic team. Your primary responsibility will include assessing and providing advice on major pre-application’s and planning application consultations for a variety of new development proposals within the City.

The role will also include taking responsibility for the drafting, co-ordination and delivery of Highway Legal Agreements in order to secure new highway infrastructure through Sections 278 and 38 of the Highways Act 1980. You will assess the impact of development on the operation of the highway and transport network throughout the City ensuring that such development can be delivered in a sustainable manner and where appropriate, suitable mitigation can be secured.

You will need to have a degree or equivalent in a transport-related discipline or be able to provide demonstrable experience of working within a Transport Planning environment either within the public or private sector. You should also be working towards professional accreditation with an appropriate professional institute.

A full and detailed knowledge of transport and planning legislation is essential as well as highly developed interpersonal and communication skills for negotiating with applicants/agents and maintaining close working relationships with both internal and external stakeholders as well as elected members. An ability to solve problems and think outside of the box is crucial in terms of aiding the delivery of more complex sites we have coming forward.
