About Us
Our service brings together strategic infrastructure planning, transport strategy and policy development, enabling the Council to strategically plan transport and connectivity across Oxfordshire, the Oxford–Cambridge Arc and beyond. The Strategic Infrastructure team is responsible for our infrastructure planning, including the Council’s Local Transport & Connectivity Plan (LTCP), Oxfordshire Infrastructure Strategy (OxIS), Bus Service Improvement Plan, Rail Strategy and Active Travel. Its sister Strategic Planning team manages and oversees strategic and local planning activities, including the Oxfordshire Plan 2050, Local Plans, strategic development sites and development planning in Oxfordshire, neighbouring authorities and by other strategic bodies.

About the role
We are looking for a role to lead the Council’s groundbreaking public transport strategy work in Oxfordshire. With a Bus Service Improvement Plan to deliver, a rail investment programme to progress and new Council priorities and ambitions to meet, we have a real opportunity to build a truly integrated public transport network. Working in partnership with bus operators, the rail industry and other stakeholders, this position will drive the development of plans, projects and schemes covering rail and bus/rapid transit strategy and integration with our Active Travel programmes.

Working as part of our Infrastructure Strategy Team now developing our new Local Transport & Connectivity Plan, the postholder will also work closely with the strategic planning colleagues and the Future Oxfordshire Partnership to ensure that public transport underpins the Oxfordshire Plan 2050, and with partners across England’s Economic Heartland and the Oxford to Cambridge Arc to support our shared ambition for public transport to be at the heart of regional and national connectivity.

About You
We are looking for someone with significant experience in public transport strategy/policy development, including developing and/or implementing high profile transport related projects, programmes or strategies. Also essential to this role will be experience and understanding of working, engaging and consulting with stakeholders & partner organisations, managers across an organisation and the public - including working in a political environment and consulting with Members. The postholder will need to demonstrate the ability to manage projects and plan ahead, identify options and priorities, consider risks and monitor progress, and will be required to work under pressure to meet tight deadlines, prioritising workload and tasks.
